Contractors avoid tenders with Interior Ministry, fear sanctions: official document

(Zaman Al Wasl)- An official document presented evaluation of activities of different branches of the Department of Administration at the Ministry of Interior of the Syrian regime, where it revealed many shortcomings, the most important were in the branch of contracts which failed to complete most of the tenders put forward.

Although the document presented activities of the branch in 2012, when the Syrian economy was still relatively coherent, but reviewing work showed serious difficulties “described as negatives” and directly affected the plans and delayed some projects.

The Department of Administration noted in the statement what have been accomplished by the six branches “supply, labor, fuel, Employees' accommodation, contracts, armament), and under each branch, except “supply branch”, it listed a range of shortcomings, the most notable issues were: delay in implementing most projects due to lack of manpower and high prices of materials, and 7% reduction in the service allocated for housing “accommodations for police members and officers” besides lack of drinking water for police accommodation in Najha area in Damascus countryside which is considered the largest police housing and the most important and it contains 292 apartments.

With regard to contracts branch in particular which is responsible for managing different kinds of contracts in favor of regime’s Ministry of Interior, the document literally said: "most tenders failed due to the lack of offers, because the prices are too high”. What is mentioned is only one part of the problem. Other reasons behind lack of offers for regime’s tenders according Zaman Al Wasl’s previous report were sanction imposed on the regime and fears of contractors of working with the regime and its ministry and therefore sanction and financial punishment could affect them.
