Translation by Yusra Ahmed

(Eqtsad)- Sufferings of residents and displaced people in the town of Tal Kalakh in Homs province is increasing due to lack of electricity, water, increase in unexplained bills, as well as limitation of aid and mad raise in prices for all essential living requirements.

The electricity rationing has become irrational as the current is only available for 4 hours a day, in best circumstances it is available for two hours every 4 hours, claiming that due to works and maintenance, but the neighboring loyal villages in Tartus do not have such a problem.

Water is not in better position as it is not available due to frequent cut-off, even pumping water from wells is difficult due to lack of diesel and other fuel. People need to buy water at 1000 S.P for 10 barrels.

Water and electricity bills are collected from all houses in Tal-Kalakh, but meters are read without taking in account the previous readings, therefore displaced people were forced to pay all the accumulated bills since the beginning of the revolution for house they rented, otherwise they face permanent disconnection of water and electricity or they are forced to leave the house.

In regard to aid, they are distributed once every two months under strict conditions, including a box of food worth almost 5000 S.P.

The Syrian Red Crescent has repeated registration of entitled people living in Tal-Kalakh and they were asked to meet a special committee and bring the family book and the ID card for both parents and children who are over 18 years old, besides a copy of each page of the family book for each child under 18. However many families were not able to provide those official document because they lost then due to fire, looting their house, and they were not able to issue new ones fearing of security check-up.

Due to these new requirement, 200 families were deprived from aid out of 700 families. Moreover, entitled families were told that they would receive aid every two months for 6 months only.

As well as food boxes, each family received a box of cleaning agents like washing powder, dishwashing liquid, and personal care stuff such as shampoo, tooth brushes, razor blades and shaving cream, soaps, women towels.

Activities of UNICEF in Tal Kalakh are still small, all they provided a supportive courses for primary school children started last summer. They include two hour a day from Sunday to Thursday after school. The teacher receives payment of 300 S.P per hour.

The gap is widening in Tal-Kalakh between the needed and available services, essential needs and support.
