(Zaman Al Wasl)- Humanitarian conditions in besieged al-Waer neighborhood in Homs city have become tragic following 3 months of suspension of the United Nations sponsored deal, civil sources said.
Last December, the U.N. had brokered a truce deal in al-Waer that stated lift of the siege and prisoners release as hundreds of rebels evacuated al-Waer heading the northern countryside of Homs.
The neighborhood suffers from cuts in electricity, water, medicine, and food until even a loaf of bread has become a dream accompanying children in their sleep.
Regime tightens noose on Al Waer neighborhood despite truce deal
Abu Faisal, local civil activist, told Zaman al-Wasl that all shops in the city have been completely emptied and there is nothing left in the main market except cleaning materials, parsley and watercress, the last two are produced inside the besieged neighborhood.
He indicated that bread, the most important nutritional product, has not entered the neighborhood since 12 March 2016, and ladies in the neighborhood are currently making bread made from wheat, rice, pasta, and dried beans.
They bake the bread in a primitive manner in their homes by burning wood and plastic remains. He indicated that a kilo of flour is now being sold on the black market for around 2000 SP after it has run out in most households.
Abu Faisal told Zaman al-Wasl the pro-regime Shia militias in al-Jazeera 9, a nearby neighborhood to al-Waer, have deliberately targeted several regime locations with mortar fire on Monday, some of which fell on western edges of the neighborhood next to the mechanical bakery, the area of al-Basatin, and other locations including them the regime’s governor’s palace in al-Ghouta neighborhood.
He added that the response came after the regime’s news agency SANA that armed groups inside al-Waer committed those attacks and simultaneously with the pro-regime militias undertaking a large incitement operation in al-Zahra, al-Nozha, and the village of al-Mazraa against al-Waer. And the truce is completely broken down.
The activist, Abu Faisal, indicated that the pro-regime militias have, consistently, disabled the security approval for many UN aid convoys that were proposed to enter al-Waer last Thursday.

On Monday, the office of the president of the provincial council of free Homs directed an urgent memorandum to the representative of the Secretary General of the United Nations in Syria, Yacoub el-Hillo, clarifying in it the tragic situation the residents inside the besieged neighborhood are living after three months of the regime suspending the agreement that the UN had sponsored.
In the memorandum, it was mentioned that the residents of al-Waer neighborhood are forbidden from bringing food including bread into the neighborhood since 90 days, as well as the regime bombing the neighborhood with land-land missiles that led to the death of a (16-year-old) girl, a (45-year-old) lady, and the injury of 10 other people.
The governor’s memorandum confirmed that the regime has cut off all services from al-Waer including electricity that only comes for 50 minutes every 24 hours which threatens the life of dialysis patients, patients with heart conditions, and premature babies, who all need special care. The regime has also prevented the entrance of a first aid and surgical medicines since over 2 years and a half.
The provincial council for free Homs asked the UN representative to save what can be saved and perform his humanitarian duties regardless of any political circumstances that are happening in political events.
The memorandum placed the full responsibility on the UN in the event the situation becomes worse in the upcoming few days.
