(Zaman Al Wasl)- 24 rebel factions proposed a 10-clause ceasefire deal to end the infighting between Faylaq al-Rahman and Jaish al-Islam in Eastern Ghouta suburbs in Damascus countryside after deadly clashes allowed regime to capture vast territory in Ghouta this week.
The initiative states cease of fire, ending military operations, opening the roads, lifting the siege (checkpoints, snipers), return of all jihadists to war fronts, and opening supplies roads from all sides and directly.
The initiative says the rebel factions will pledge that no party will regain any right by force. The factions will keep the written and verbal guarantees from Jasih al-Islam and Faylaq al-Rahman and the guarantees will be held by a third party from the factions.
The initiative called for stop of media and religious fueling by the two sides and on all levels. The initiative will form a monitoring committee to monitor cease of fire and release of captives by the two parties.
The parties will agree on a legal and civil committee to repair security apparatuses on condition the committee recommendation should be implemented. All legal cases will be referred to a legal committee whose work will be decided by the guaranteeing rebel committee.
The initiative clauses include; Jaish al-Islam issues a written document signed by the faction’s leader to pledge commitment to the legal committees’ verdicts in all cases claimed by Faylaq al-Rahman. In turn, Faylaq al-Rahman writes and sign another document by its leader to commit the same way.
The last clause states whoever violates this agreement will risk economic, political, military and media isolation by all rebel factions and will be considered a violator of the revolution.
The rebel factions demanded the two parties’ commitment to the initiative and to submit to it in 24 hours.
At least 50 fighters and two civilians were killed Tuesday in clashes between rival anti-regime groups east of Syria’s capital, the Syrian Observatory for Human Rights said.
The powerful Jaish al-Islam, or Army of Islam, has been stuck in clashes with competitive factions led by Al-Qaeda’s Syrian affiliate in the opposition stronghold of Eastern Ghouta.
Observatory said it has been almost three weeks of fighting killing more than 500 fighters and a dozen civilians.
One of the civilians victims has been identified as the sole specialist gynecologist still practicing in Eastern Ghouta.
Eastern Ghouta is the largest rebel bastion in Damascus province, and Jaish al-Islam had long been dominant in the district.
