Eid holiday opened door for black market among refugees in Turkey

(Zaman Al Wasl)- Zaman al-Wasl learned that a black market has emerged for the Turkish residence permits granted to Syrians on the basis of temporary protection (Kimlik), and this happens at the margins of the entrance of thousands of Syrians from Turkey to Syria during Eid period.

Some of those inside Syria have taken the holiday as an opportunity to announce their willingness to buy residence permits from Syrians entering the country and who do not want to return to Turkey.

Some showed their willingness to buy the kimlik for a set price such as 100 dollars for example whereas others raised the ceiling price demonstrating their wiliness to pay any price named by the seller of those who entered Syria and do not want to return to Turkey.

Those seeking a kimlik on the black market justify their behavior by using humanitarian excuses such as family reunification of a wife and husband ignoring the obstacles that can follow the seller and buyer in the event the issue is uncovered by the Turkish authorities.

The black market activity for residence permits comes in tandem with an official statement from the Turkish Joint Chiefs of Staff confirming that the border guards caught over 1400 people trying to cross into Turkey from Syria on Friday 8 July 2016 only.

It is noteworthy that the large numbers that the Turkish authorities caught coincides with the first day of returns to Turkey where Ankara placed a time and turn schedule for the return of those whom it came the temporary permission to enter Syria.

The halting of such a large number of border crossers confirms that the Turkish authorities are completely aware for any attempt to manipulate especially using others’ papers, which spells the failure of any attempted exchange of residence for money in achieving its aim especially for the buyers.

The administrative repercussions of the action against the seller or the buyer of these residence permits trying to enter Turkey are not known. But there is without a doubt a legal procedure against the person caught trying the manipulation as was confirmed by Turkish sources when it pointed to raising 164 legal cases against persons accused of entering Turkey illegally.

From the start of the current year, Turkey imposed a visa on Syrians seeking to enter its territory ending with that years of free movement that Syrians enjoyed without needed a visa sticker to enter Turkey.

The reinstitution of the visa restriction, which is considered very difficult to obtain, came to reduce Syrians opportunities of entering Turkey to a limited margin knowing that the land border crossing points are almost completely closed off in the face of any person trying to cross to Turkey. Border guards have shot to hit any person suspected of trying to cross which has repeatedly led to victims falling due to gendarmerie (border guards) bullets.
