(Eqtsad)- Arabic and international media have circulated a shocking report of the British newspaper “the Guardian” that revealed that the U.N. has awarded contracts worth tens of millions of dollars to people close to the Basher al-Assad as part of an aid programme.
Analyst and Economic Expert Dr. Hussein al-Ammash explained that aid to liberated areas are the most badly affected because aid need to pass through the regime’s institutions. Moreover, the U.N. unrecognised the opposition control of liberated area, which deprived them of aid.
Dr. Ammash explained that Syria regime always conditions that the Syrian Red Crescent to be the main mediator for distributing aid, although it is highly suspected to be one of the intelligence branches. All these conditions deprived people who in urgent need for aid, and distributed aid to people living in regime’s areas, which are not in need for help. The expert estimated the stolen aid reaches to $. 2-3 Billion and that money helped the regime in funding the war against Syrian people.
The economist detailed that the main reason behind that corruption is that the U.N. need the permission of the regime to deliver aid, justifying that by being the regime is the official ruler of the country.
The Guardian according to the expert, has only reported corruption in contracts for development fund, which need the regime’s agreement as a condition to be able to make a contract with a company in Syrian, and definitely, al-Assad would recommend companies supporting the regime.
“I do not think the aim of the Guardian’s report is warning about the amount of money included in the contracts, but it aims to draw attention for the neglect and carelessness of the UN in the Syrian crisis”, Dr. Ammash expressed.
Ammash mentioned that U.N. should have stopped it usual projects in Syria and limit them to managing aid in affected areas, because keeping projects in the country would provide the regime with millions of Dollars and give it the legitimate position, as the Guardian report mentioned that U.N. had contracts with institutions belong to Asma al-Assad and Rami Makhlouf.
Al-Ammash explained that there are two kinds of aid, the first is the Development aid, which take a formal channels and the budget id determined in advance which usually be in millions of Dollars. However, the biggest aid is that intended for distributing aid and relief which could reach to Billions, and here the most corruption take place from the head of the UN reaching to countries hosting refugees, and finally not more than 40% of the allocated budget reaches to meant people.
Yunus karim, a Syrian journalist and writer mentioned that most the U.N. employees in Syria especially after the revolution are appointed by the Ministry of Foreign Affairs and other security branches.
He added that briberies are familiar between the regime’s officials and bodies affiliated to the U.N., one of them is the World Food Programme.
