ISIL leaders imposed their conditions on the delegation, demanding all factions that took part in fighting against them to leave the city with their light weapons and that included Some FSA brigades, "The Islamic Front" and "Al Nusra Front, in addition to all civil society organizations and the city’s local council.
In return, ISIL undertook to supply other factions who remained natural with the needed weapons to assist them in their fight with the regime.
The agreement stressed on the importance of preventing all fighting factions from transferring the conflict into the city, and considered any faction that would engage the city in the ongoing struggle, as an opponent to all factions and should be fought against.

It was reported that 33 military factions inside the city of Deir ez-Zor decided last Monday to consider the city a "red line", and agreed to keep it away from the current conflicts , due to its importance as a battlefield and being the first contact point with the criminal regime.
ISIL’s attempt to invade Deir ez-Zor is for the sake of controlling the border line with Iraq, and to secure supply routes after being expelled nearly three months ago from most of the city’s areas.
