The Tribal Council of Palmyra decided to form two judiciary bodies, a police force, a monitoring body, and a reconciliation bureau to resolve disputes between the people of this forgotten region. In consultation with all bodies and leaders of the factions located in the 55 km area on the Syrian-Jordanian border, and the civil activities.
A consultation meeting was called on how to form these bodies in a tangible and effective manner, so that the bodies to be established would be civilian, independent and not affiliated with any party, according to a statement of the Council bearing No. 2.
The head of the Public and Political Relations Authority for the Badia of Homs, Shukri al-Shehab, told Zaman al-Wasl that this step is in the interest of the people of al-Rukban camp and gives a view to the world that this area is civilized and civil, and a civil police department supervises its protection.
Our interlocutor added that the idea of establishing judicial, police and oversight agencies was agreed upon between the various components of the "Rukban" camp, whether it was clan or factions in the area or members of civil society.
Al-Shehab pointed out that the idea of forming such devices is old and new at the same time and will be activated now.
He added that the percentage of crimes and problems is almost non-existent in the "Rukban" camp, whether murder, rape or theft. It is a 100% safe camp, with the exception of some disagreements and light quarrels that exist in every community.
Al-Shehab added that the Rukban camp is not governed by the authorities now, but the tribal custom and the residents of the Rukban camp are mostly peaceful people interested in the desire for life and the search for safety.
Our interlocutor noted that the Palmyra Council will select people of good conduct before or after the establishment of the "Rukban" camp, and that they have the desire to work and tender to manage these three bodies. Rights activists will also take over the judiciary, and notables from the camp will manage the reconciliation apparatus.
Our interlocutor excluded the possibility of any regional or international support for this project, expressing his belief that the camp is outside the accounts and considerations of these bodies. The support will be limited - as he says - to the Palmyra Council only, according to possible means.
Al-Shehab appealed to the United Nations and its humanitarian organizations to remember that there are hundreds of thousands of displaced people in the forgotten "Rukban" camp, and they are exposed to hunger and the risk of death and the Covid-19 if it spreads among them.
The media spokesperson for the "tribal council of Palmyra", journalist Omar al-Buniya, told "Zaman al-Wasl" that the purpose of forming the police and judiciary apparatus in the "Rukban" camp is to control matters and regulate conditions in the camp further. And prevent any breakdown inside it and the formation of an administrative and legal nucleus to document all cases of the camp.
The media spokesman concluded that the people of the Syrian desert and the "Rukban" camp are the first to document the affairs of the people and control and manage affairs in the region until the demise of Bashar al-Assad's regime and the establishment of the state of justice and law.
According to "United Nations News", the "Rukban" camp, near the border with Jordan, lacks almost any services and is difficult to obtain water or primary health care, and the health situation is catastrophic.
In addition, the prices of goods that reach the "Rukban" camp for the displaced are very high, and most families cannot afford them, given that most of the civilians in the camp are women and children who live in temporary and dispersed shelters without privacy or protection from difficult weather conditions.
More than 12,000 people had left Rukban in recent years, amid deteriorating conditions linked to a lack of basic services and supplies.
