What is the ‘Board of Peace’ and what is Tony Blair’s plan for post-war Gaza?

As part of US President Donald Trump’s 20-point Gaza peace plan, Gaza will be governed under the temporary transitional governance of a technocratic, apolitical Palestinian committee, responsible for delivering the day-to-day running of public services and municipalities for the people in Gaza.

This committee will be made up of qualified Palestinians and international experts, with oversight and supervision by a new international transitional body, the “Board of Peace,” which will be headed and chaired by President Donald J. Trump, with other members and heads of State to be announced, including Former UK Prime Minister Tony Blair.

According to documents obtained by Al Arabiya, Blair has detailed what the main responsibilities of this board will be as well as who the other possible members will be.

The 21-page document reveals specifics about the international transitional authority, noting that its membership would range between seven and 10 members.

Mandate from the UN Security Council

According to the text of the plan, this authority would function as the supreme political and legal authority in Gaza during the transitional period, under a mandate from the United Nation’s Security Council.

The plan states that the chair of the authority will lead its work. The body will include a qualified Palestinian representative, preferably from the business or security sectors, as well as a senior United Nations official, such as Sigrid Kaag.

Where’s Naguib Sawiris in this plan?

In addition, the authority would include prominent international figures with expertise in executive and financial matters – such as Marc Rowan, Naguib Sawiris, and possibly Aryeh Lightstone.

The body would also include notable representatives with regional political backing and long-standing commercial credibility, to ensure legitimacy and trust.

The key responsibilities assigned to the authority will include:

• Issuing legally and politically binding decisions.
• Approving major legislation and appointments.
• Defining long-term strategic direction.
• Reporting directly to the United Nations Security Council.

Hamas response

These details emerged as a senior Palestinian official confirmed that Hamas began reviewing Trump’s Gaza peace plan on Tuesday, discussing it within its leadership structures and with other Palestinian factions.

The official, who is close to Hamas, said the movement “has begun a series of consultations within its political and military leadership inside Palestine and abroad, and will present a national response representing the movement and the resistance factions.”

However, he noted that the consultations “may take several days,” according to AFP.

On Monday evening, the White House released Trump’s Gaza plan, which consisted of 20 provisions. The plan’s central point calls for an immediate end to the war if both parties of the conflict agree to it.

It also stipulates that the Gaza Strip be demilitarized and governed by a Palestinian committee working alongside international experts – with no role for Hamas.
