A leaked "action plan" document reveals that Bashar al-Assad, before his downfall, intended to implement a strategic Chinese-Syrian project starting on November 30, 2024, aimed at transforming Syria's digital infrastructure and environment into a fully Chinese-style model, within the framework of what is known as the "Digital Silk Road."
The document, sent from Huawei to a high-ranking Syrian government official, is based on direct "presidential directives," confirming that the project was a sovereign choice adopted personally by Assad, not an isolated technological initiative.
The plan goes beyond simply upgrading communications to include a complete overhaul of the state's digital system, from infrastructure to software and digital governance, effectively placing Syrian digital sovereignty within the Chinese sphere.
The document outlines four main pillars: building the "Digital Silk Road" according to the Chinese model; linking the project to financing from Chinese banks within the Belt and Road Initiative; retraining Syrian ministers and senior managers according to the Chinese digital governance model; and replacing Western technologies within state institutions with the Chinese ecosystem.
The document concludes that the cooperation with Huawei was not a commercial deal, but a strategic alliance to digitally isolate Syria from the West and link its vital infrastructure to Beijing, as part of an approach adopted by Assad before he was ousted from power.
