US House of Representatives repeals Caesar Act on Syria

The US House of Representatives voted overwhelmingly on Thursday to repeal sanctions imposed on Syria under the Caesar Act, passed in 2019 to punish the former regime for war crimes committed against the Syrian people during the revolution.

The repeal was comprehensive and unconditional, included as a special provision in the US Department of Defense's 2026 budget bill.

This development follows intensive diplomatic efforts by the Syrian government in recent months, supported by the Syrian community and Syrian-American organizations active in Washington, as well as by friendly and allied countries that sought to end the sanctions, which have negatively impacted the lives of Syrians.

Mohammed Alaa Ghanem, head of political affairs at the Syrian American Council, told SANA news agency that the House of Representatives passed the budget bill, including the Caesar Act repeal, by a vote of 312 to 112.

For his part, Syrian American Council member Abdul Hafeez Sharaf explained that the budget bill, after its passage in the House of Representatives, will return to the Senate due to amendments related to other provisions unrelated to Syria. He noted that the expected vote in the Senate will be on the budget as a whole.

He added that the lifting of sanctions will automatically be included in the law once it is finalized and reaches the US president's desk for his signature.
