Terms of the ceasefire agreement and full integration between the Syrian government and SDF

A comprehensive and immediate ceasefire on all fronts and points of contact between Syrian government forces and the Syrian Democratic Forces (SDF), concurrent with the withdrawal of all SDF military formations to the area east of the Euphrates River as a preliminary step towards redeployment.

The immediate and complete administrative and military handover of the Deir ez-Zor and Raqqa governorates to the Syrian government. This includes the handover of all civilian institutions and facilities, with immediate decrees to reinstate current employees within the relevant Syrian state ministries. The government also commits to refraining from targeting SDF employees, fighters, and the civilian administration in the two governorates.

The integration of all civilian institutions in the Hasakah governorate into the Syrian state institutions and administrative structures.

The Syrian government's takeover of all border crossings and oil and gas fields in the region, with their protection secured by regular forces to ensure the return of resources to the Syrian state.

The integration of all SDF military and security elements into the Syrian Ministries of Defense and Interior on an individual basis, following the necessary security vetting, with the granting of appropriate military ranks, financial entitlements, and logistical support, while respecting the special status of Kurdish areas. The SDF leadership commits to not incorporating remnants of the former regime into its ranks and to providing lists of officers from those remnants who are present in northeastern Syria.

A presidential decree will be issued appointing a candidate to the position of governor of Hasakah, as a guarantee of political participation and local representation.

The city of Ain al-Arab/Kobani will be cleared of heavy military presence, and a security force will be formed from the city's residents, while a local police force will remain administratively under the Syrian Ministry of Interior.

The administration responsible for the file of ISIS prisoners and camps, as well as the forces responsible for protecting these facilities, will be integrated with the Syrian government, so that the Syrian government assumes full legal and security responsibility for them.

A list of nominated leaders submitted by the SDF leadership will be approved for senior military, security, and civilian positions within the central government structure to ensure national partnership.

Presidential Decree No. 13 of 2026, which stipulates the recognition of Kurdish cultural and linguistic rights, addresses the legal and civil rights of unregistered individuals, and restores property rights accumulated from previous decades, will be welcomed. The SDF is committed to removing all non-Syrian leaders and members of the Kurdistan Workers' Party (PKK) from the borders of the Syrian Arab Republic to guarantee sovereignty and regional stability.

The Syrian state is committed to continuing the fight against terrorism (ISIS) as an active member of the international coalition, in close coordination with the United States, to ensure the security and stability of the region.

Working towards agreements that ensure the safe and dignified return of the residents of Afrin and Sheikh Maqsoud to their homes.
