Features of a Syrian roadmap to restore oil and gas production within 3 years

In a move reflecting the government's accelerated efforts to revitalize the energy sector, Engineer Walid Al-Youssef, Executive Vice President of the Syrian Petroleum Company (SPC), revealed details of the timeline for implementing the Ministry of Oil and Energy's plan to restore full production capacity to Syrian oil fields. He also announced a major deal expected with the Saudi drilling giant, ADES Holding.

The Three-Year Plan: From Reform to Full Production

During a field visit to strategic oil fields in Al-Hasakah Governorate (Rumailan, Al-Awda, and Al-Suwaidiya), Al-Youssef clarified the comprehensive plan announced by Energy Minister Engineer Muhammad Al-Bashir.

The plan is structured around a three-year timeline, targeting:

- Comprehensive Reform: Completing technical operations on all damaged wells.

- Technical Rehabilitation: Completing maintenance of infrastructure damaged as a result of the crisis.

- Restoring Historical Levels: Returning production capacity to its pre-2011 levels.

Al-Youssef explained that production has not stopped and is currently ongoing, but the focus is now on the meticulous engineering assessment being conducted by technical teams, so that emergency maintenance and intensive rehabilitation work can begin immediately.

Strategic Partnership with Saudi Arabia's ADES

In a significant development, the Vice President of the Syrian Petroleum Company announced that the final touches are being put on a strategic contract to be signed in the coming days with Saudi Arabia's ADES, which is considered one of the world's largest oil and gas services companies.

"In the coming days, we will sign an important contract with ADES, which will represent a tremendous technological boost to our field operations," said Walid Al-Youssef.

This contract complements the "Agreement of Principles" signed in December 2025, which places five vital gas fields under development: Abu Rabah, Qumqum, North Al-Faydh, Al-Tiyas, and Zamlat Al-Mahr.

Ambitious Goals for Syrian Gas

According to technical indicators from the Syrian Petroleum Company, cooperation with the Saudi side aims to achieve a significant increase in gas production according to the following plan:

- After 6 months: Increase production by up to 20-25%.

- After one year: Reach a production increase of 40-50% from the start of actual implementation.

Its entry into the Syrian energy sector represents a qualitative shift, leveraging external financing and expertise to address logistical challenges, especially after the decline in oil production from 385,000 barrels per day before the revolution to levels below 100,000 barrels per day currently.

With this approach, Damascus seeks not only to repair the damage caused by the war but also to build cross-border partnerships that guarantee energy security and the sustainability of resources for future generations.
