						<content:encoded><![CDATA[<div><font>French-Swiss cement maker Lafarge said Tuesday its offices were being searched for information on financial links to extremist groups in Syria, including Daesh (ISIS).</font></div><div><font><br></font></div><div><font>"French investigators are in the process of investigating our offices," a Lafarge spokeswoman told AFP, confirming a report to that effect by France Inter radio.</font></div><div><font><br></font></div><div><font>"We are cooperating fully with investigators, but we cannot make any further comment on this ongoing inquiry," she said.</font></div><div><font><br></font></div><div><font>A source close to the case said Belgian police were conducting a similar search at the offices of one of Lafarge's subsidiaries in Brussels.</font></div><div><font><br></font></div><div><font>Since June, three French judges have been investigating reported money transfers by Lafarge to groups in Syria, including Daesh, to keep operations up and running at its Jalabiya cement works in northern Syria in 2013 and 2014, despite the conflict engulfing the country.</font></div><div><font><br></font></div><div><p><font><span>In February 2016, Zaman al-Wasl in an&nbsp;</span><a><span>exclusive report&nbsp;</span></a><span>revealed how the giant Cement group LafargeHolcim struck oil deals with ISIS and how tons of toxic materials were delivered to the radical group.</span></font></p><div><font><br></font></div><p><font><span>Zaman’s investigative report stood behind the sack of Eric Olsen, LafargeHolcim’s executive officer, according to the company statement on Monday. Lafarge's Syrian plant stopped operating in September 2014.</span></font></p><div><font><br></font></div><p><font><span>The resignation of Eric Olsen is effective July 15, the company said Monday. The statement did not mention the internal investigation into the Syria branch, which the company in March acknowledged funneled money to armed groups in 2013 and 2014 to guarantee safe passage for employees and supply its plant.</span></font></p><div><font><br></font></div><p><font><span></span></font><font><span>A judicial source in France said prosecutors are studying the statements made by LafargeHolcim, and they may expand the scope of the investigation, but no decisions have been made until now.</span></font></p><div><font><br></font></div><p><font><span>The French&nbsp;</span><a><span>Le Monde</span></a><span>&nbsp;newspaper published a report discussing Lafarge’s relationship with the Islamic State based on Zaman al-Wasl’s report on 21 June 2016.</span></font></p><div><font><br></font></div><p><font><span>At the time, Zaman al-Wasl directed questions to Federic Jolibois, the executive president of Lafarge in Syria, about the company activities. Jolibois said that his company, “does not respond to guesses and rumors.” He insisted that the company, “adheres to United Nations decisions.” He then explained, “Security is our primary priority, and so we suspended all our industrial and commercial activities in Syria since September 2014. At that time we evacuated the al-Jabaliya site entirely (The Lafarge cement factory in the Jabaliya town that is subordinate to Ayn Arab in north eastern Aleppo), and we officially banned our employees from going to the site.”</span></font></p><div><font><br></font></div><p><font><span>Zaman al-Wasl was the first media outlet globally to open the file of Lafarge’s relationship with the Islamic State. Zaman al-Wasl relied on email correspondence among high-ranking company officials revealing that Lafarge was involved in buying oil from “non-governmental organizations” in areas outside the regime’s control. In the summer of 2014, Bruno Pescheux, the General Manager of Lafarge, suggested several excuses and alibis the company may use to justify buying oil “illegally.” In addition, the company was selling the Islamic State forces cement.</span></font></p><div><font><br></font></div><p><font><span>In the autumn of 2014, a prominent official in the Islamic State directed a sharp message to the executive president of Lafarge warning him that the company needed to pay the financial dues owed to the Islamic State. He recommended the company understand that they are “dealing with the strongest Islamic Army on earth, and the company does not want to ruin its relationship with them.”</span></font></p><div><font><br></font></div><p><font><span>In the second part of its investigation, Zaman al-Wasl showed that the Lafarge company stored the dangerous Hydrazine chemical into its factory headquarters before these fell into the hands of the Islamic State.</span></font></p><div><font><br></font></div><p><font><span>Hydrazine is used to treat water for electrical generation processes, but the substance is also used for other things such as preparing explosives and as fuel for rockets.</span></font></p><div><font><br></font></div><p><font><span>According to Zaman al-Wasl sources, Lafarge held a large storage of the substance in its factory in Syria, and no one is sure what the Islamic State forces used the chemical for after they took control of the factory.</span></font></p><div><font><br></font></div><p><font><span>Other than the dangerous Hydrazine chemical, Lafarge had equipment carrying radioactive material in its factory laboratories, as well as a Gamma Matrix Device and a density measurement device which were all subject to periodical checks by the Atomic Energy Committee due to the danger and extreme sensitivity of this material. Any attempt to dismantle or move the ground equipment would spread radiation harmful to humans and the surrounding environment.</span></font></p><div><font><br></font></div><p><font><span>During the past few years, the map of control of the Lafarge-Syria factory located in Ayn al-Arab countryside changed. In August 2013 the area went out of regime control and became part of territory controlled by the Kurdish Protection Units, the armed wing of the Democratic Union Party which is considered an extension of the Kurdistan Workers’ Party.</span></font></p><div><font><br></font></div><p><font><span>On 19 September 2014, the Islamic State forces managed to gain control of the Syria-Lafarge factory and kick out the Protection Units. 						<content:encoded><![CDATA[<div><font>(Zaman Al Wasl)- Islamic State has never depended on educated fighters or Shariah scholars when it comes to assigning mosque Imams and Khatibs, new documents revealed.</font></div><div><font><br></font></div><div><font>Documents issued by the Diwan for Proselytization, Foundations (Awqaf) and Mosques in the northern countryside of Raqqa include information about 14 imams and Khatibs working in the mosques of the Saluk area.&nbsp;</font></div><div><font><br></font></div><div><font>One document reveals the categorization of the 14 imams and khatibs where 57% were deemed below average (Five is ‘average’, and three is ‘lacking’) and 43% (six people) were deemed ‘good’ without any of the imams or Khatibs having a score of ‘very good’ or ‘excellent’ remarks.</font></div><div><font><br></font></div><div><font><div><img></div><br></font></div><div><font><br></font></div><div><font>Another document highlights the educational&nbsp;level of Imams and Khatibs and discusses it in terms of behavior. Six out of the 14 Imams and Khatibs mentioned hold university degrees, but none of the university graduates has a degree in the Islamic Shariah. They all hold degrees in different disciplines (Arabic, History, etc.). Of the remaining imams and Khatibs mentioned, four hold high school or vocational institute diplomas, three only completed the ninth grade, and only one had completed his second year in the Shariah Faculty.&nbsp;</font></div><div><font><br></font></div><div><font>Through a detailed analysis of the documents, Zaman al-Wasl found that Abd al-Karim Sa'adu al-Hamidan, mentioned in the first document, is the same Abu Omar, mentioned in the second document. The same practice was replicated for the remaining 14 imams and Khatibs mentioned.&nbsp;</font></div><div><font><br></font></div><div><font><br></font></div><div><font>-General Practice-</font></div><div><font><br></font></div><div><font><br></font></div><div><font>Half of the Imams were deemed to be average in their academic achievements. Of these, three hold a 9th grade certificate, two hold high school diplomas, two are university graduates, and one holds a vocational institute certificate.&nbsp;</font></div><div><font><br></font></div><div><font>If we take these documents as a sample representing the reality of those the Islamic State chose to assign as imams and Khatibs in mosques, it demonstrates the Islamic State’s weak efforts with regard to its subjects’ religious well being.</font></div><div><font><br></font></div><div><font>&nbsp;The lack of concern contradicts the image the Islamic State sought to imprint in people’s minds of its institutions giving priority to the Sharia and “teaching people their religion”. The two documents do away with any of the Islamic State’s claims, as imams and Khatibs deemed by the Islamic state as ‘lacking’ or ‘average’ are hardly suitable to advise or enlighten people about simple Sharia issues let alone offer insight into complicated issues where doctrinal differences arise. &nbsp;</font></div><div><font><br></font></div><div><font>Further evidence from other Islamic State documents supports this conclusion. Other documents highlight that employing people with limited or low levels of education may be the Islamic State’s general practice. It may be a practice adopted, supported and promoted by Islamic State leaders for their subordinates to replicate the practice.&nbsp;</font></div><div><font><br></font></div><div><font>In a document entitled, ‘The Statements of Brothers in the Diwan’, (ie the Foundations and Mosques Office in Aleppo), we find that a person whose sole scholastic achievement was listed as “transferring to the seventh grade,” answered the question, “Do you have any projects to suggest now or in the future?” by stating, “Disciplining mosques and the closing musallas (prayer rooms).” The person then added, “following up on the Sufi groups, proselytizing, and reporting because they still practice in the mosques.”&nbsp;</font></div><div><font><br></font></div><div><font>A similar document mentions that Abu Abdullah al-Maqdisi, who holds a 9th grade certificate, held important positions in the Islamic State such as Amir Marea -well-known town in northern Aleppo- (administering the sponsor and what surrounds it) before being transferred to the Foundation and Mosques Office in Aleppo.</font></div><div><font><br></font></div><div><font><div><img></div><br></font></div><div><font><br></font></div><div><font>According to the document, al-Maqdisi was deemed as a qualified for all these positions based on a one month course on Shariah. The same course was deemed sufficient to qualify Abu Shuhada al-Ansari to hold serious leadership positions such as Amir Souran, Amir Ekhtarin, Administrator for mosques in al-Bab, the biggest town in Aleppo province.</font></div><div><font><br></font></div><div><font><div><img></div><br></font></div><div><font><br></font></div><div><font>Other documents include similar information among them documents known as the Mujahid Database issued by the Center for Census of Soldiers in Aleppo Province. The documents from the center further corroborate the idea that specific standards play an important role in choosing individuals for religious or Sharia related tasks. The various documents show that a degree, doctrinal training or Sharia education is not the main criteria in assigning persons to particular roles.</font></div><div><font><br></font></div><div><font>It is necessary to refer to a document listing the monthly salaries the imams and Khatibs receive from the Islamic state. An imam and khatib received a monthly salary of 15,000 Syrian Pounds while a khatib received a monthly salary of 6000 Syrian Pounds. These sums amounted to around 75 US Dollars and 30 US Dollar on the day of documents were issued in September 2014.</font></div><div><br></div>]]></content:encoded>

 create LafargeHolcim, the world's largest cement maker. Lafarge's 
Syrian plant stopped operating in September 2014.</span></font></p><div><font><br></font></div><p><font><span>The resignation of Eric Olsen is effective July 15, the company said Monday. The statement did not mention the internal investigation into the Syria branch, which the company in March acknowledged funneled money to armed groups in 2013 and 2014 to guarantee safe passage for employees and supply its plant.</span></font></p><div><font><br></font></div><p><font><span></span></font><font><span>A judicial source in France said prosecutors are studying the statements made by LafargeHolcim, and they may expand the scope of the investigation, but no decisions have been made until now.</span></font></p><div><font><br></font></div><p><font><span>The French </span><a><span>Le Monde</span></a><span> newspaper published a report discussing Lafarge’s relationship with the Islamic State based on Zaman al-Wasl’s report on 21 June 2016.</span></font></p><div><font><br></font></div><p><font><span>At the time, Zaman al-Wasl directed questions to Federic Jolibois, the executive president of Lafarge in Syria, about the company activities. Jolibois said that his company, “does not respond to guesses and rumors.” He insisted that the company, “adheres to United Nations decisions.” He then explained, “Security is our primary priority, and so we suspended all our industrial and commercial activities in Syria since September 2014. At that time we evacuated the al-Jabaliya site entirely (The Lafarge cement factory in the Jabaliya town that is subordinate to Ayn Arab in north eastern Aleppo), and we officially banned our employees from going to the site.”</span></font></p><div><font><br></font></div><p><font><span>Zaman al-Wasl was the first media outlet globally to open the file of Lafarge’s relationship with the Islamic State. Zaman al-Wasl relied on email correspondence among high-ranking company officials revealing that Lafarge was involved in buying oil from “non-governmental organizations” in areas outside the regime’s control. In the summer of 2014, Bruno Pescheux, the General Manager of Lafarge, suggested several excuses and alibis the company may use to justify buying oil “illegally.” In addition, the company was selling the Islamic State forces cement.</span></font></p><div><font><br></font></div><p><font><span>In the autumn of 2014, a prominent official in the Islamic State directed a sharp message to the executive president of Lafarge warning him that the company needed to pay the financial dues owed to the Islamic State. He recommended the company understand that they are “dealing with the strongest Islamic Army on earth, and the company does not want to ruin its relationship with them.”</span></font></p><div><font><br></font></div><p><font><span>In the second part of its investigation, Zaman al-Wasl showed that the Lafarge company stored the dangerous Hydrazine chemical into its factory headquarters before these fell into the hands of the Islamic State.</span></font></p><div><font><br></font></div><p><font><span>Hydrazine is used to treat water for electrical generation processes, but the substance is also used for other things such as preparing explosives and as fuel for rockets.</span></font></p><div><font><br></font></div><p><font><span>According to Zaman al-Wasl sources, Lafarge held a large storage of the substance in its factory in Syria, and no one is sure what the Islamic State forces used the chemical for after they took control of the factory.</span></font></p><div><font><br></font></div><p><font><span>Other than the dangerous Hydrazine chemical, Lafarge had equipment carrying radioactive material in its factory laboratories, as well as a Gamma Matrix Device and a density measurement device which were all subject to periodical checks by the Atomic Energy Committee due to the danger and extreme sensitivity of this material. Any attempt to dismantle or move the ground equipment would spread radiation harmful to humans and the surrounding environment.</span></font></p><div><font><br></font></div><p><font><span>During the past few years, the map of control of the Lafarge-Syria factory located in Ayn al-Arab countryside changed. In August 2013 the area went out of regime control and became part of territory controlled by the Kurdish Protection Units, the armed wing of the Democratic Union Party which is considered an extension of the Kurdistan Workers’ Party.</span></font></p><div><font><br></font></div><p><font><span>On 19 September 2014, the Islamic State forces managed to gain control of the Syria-Lafarge factory and kick out the Protection Units. The head of the Syrian branch of the company originally described this news as ‘rumor’ when Zaman al-Wasl corresponded with him to take his statement about the issue.<br><br><a>ISIS seized tons of toxic Hydrazine material from Lafarge Cement in 2014: documents </a><br><br>Lafarge-Holcim said on Thursday that its cement factory in Syria probably paid money to armed groups to maintain the factory production in the war-torn country.<br><br>The admission came following an internal investigation and it placed the cement giant in a particularly embarrassing situation.  confidential Islamic State documents that discuss different aspects of 
the organization’s work such as finances, its fighters’ identities and 
intelligence documents. The document concerning the research and 
development division is the first of its kind to come to public view.&nbsp; <br><br></font>The main project was designing a remotely controlled vehicle to carry explosive material and serve as a car bomb. The vehicle could be detonated at a distance of 20 kilometers away. They built a self-exploding system that can be activated at need. <br><br><br><div><img></div><br><br>The Division also designed miniature explosive vehicles for multiple tasks. Some of the miniature vehicles can carry up to 150 kilograms of explosives. Others are specialized in planting mines and are equipped with a camera and an infra-red projector for long range night vision. Also, the Division designed an advanced mine control system which enables operatives to detonate all the mines planted in a single field simultaneously. They developed the system for different types of mines, those activated by touch or radio frequencies. <br><br></font><br><font><br><a>Documents reveal how ISIS rules Raqqa since 2013 </a><br><br><br><br>In the 11th paragraph, the Division explain that they were able to prepare batteries and chargers for different types of rockets: BGM-71 TOW, Malyutka (AT3-Sagger), and Strela (UR-100). The cells were tested on rockets that were semi-halted, and the rockets relaunched successfully even hitting the assigned target. In later sections, the document presents the Research and Development Division’s several projects to counter the ongoing International Coalition air force campaign against the Islamic State. The projects include “developing an electronically timed GRAD missile or locally produced rocket to explode it in the air and test it as an anti-aircraft weapon.” <br><br>Another project being developed is, “A robot which simulates heavy weaponry and is distinguished by its self-operation, it has solar panels to charge, and operates for 24-hour at a low cost. The robot is supposed to serve as a decoy and distract the targeting airplanes.” <br><br><div><img></div><br><br>The division manufactures not only explosive devices and vehicles but also develops anti-explosive devices. The document mentioned the division developed, “A device to prevent the detonation of improvised explosive devices. <br><br>The device is attached to the underside of the vehicle. If an apostate places an explosive device in the vehicle, the first device gives a warning signal to the car owner of the existence of an improvised device. The warning can be visual or sound based depending on need.” <br><br>The division ends its listing of its accomplishments by indicating that a group of <br>projects including remote missile guidance, accurate and remote machine gun guidance and an automatic steering system for artillery weapons are being developed. Similar to the research and development divisions in weapon companies, the division identifies several targets it is seeking to achieve such as manufacturing highly explosive material, manufacturing mortar rocket and rocket fillings, manufacturing rockets using liquid fuel, developing a project to obstruct night and heat optics. In addition to, manufacturing suits to absorb and redistribute body heat, and tunnel diggers that resemble international tunnel diggers. <br><br><br><div><img></div><br><br>Zaman al-Wasl notes that it refrained from mentioning certain details included in the document which may be used by people to execute the division’s designs. 						<content:encoded><![CDATA[<div><font>(Zaman Al Wasl- Exclusive)- During the period that following the announcement of the Caliphate in June 2014, several studies emerged focused on the Islamic State’s economic structure, the most significant resources the Islamic State depends on to fund its operations and cover its expenditures, and the salaries of local or foreign fighters. <br><br><br><div><div></div><br></div><br><br>Most of the studies concentrated on the generalities of the resources that feed the Islamic State’s economy extending over vast parts of Syria and Iraq. Intelligence actors estimated that after taking control of Mosul, the Islamic State’s budget reached around one billion US dollars as the Islamic State took hold of important oil locations and confiscated tens of millions of US dollars from the Iraqi state treasury. <br><div><img></div><br><br>Zaman al-Wasl managed to obtain new and sensitive documents that practically explain the most important resources the Islamic State depended on, their methods to control, obtain and manage resources. Zaman al-Wasl will analyze the detailed documents which cover the period extending from mid-2015 to the beginning of 2016. The institution’s position within the hierarchy explains the nature of the institution. Beit al-Mal (Treasury) is one of the diwans subordinate to the Economic Diwans Emirate, and it is not a directive authority. Other than the treasury, the Economic Diwans Emirate includes several other diwans: Rukaz (treasures),&nbsp; agriculture, treasury, real estate, spoils, and bounty. <br><br><div><img></div><br><br>The Economic Diwans Emirate control resources and manage them based on directive instructions to the subsidiary Economic Diwans distributed across the areas under Islamic State control. The distribution of power highlights that the Caliph’s authority is not only religious or political but also economic as the Caliph interferes in the executive decisions on economy, money and resources. <br><br>The documents also show the existence of another actor involved in running the Islamic State’s economy called the Investment Committee. The Committee is concerned with legislating investment projects that secure the Islamic State’s resources in parallel to and in coordination with the Economic Diwans Emirate. <br><br>It is not clear the degree of its subordination to the Economic Diwans, and this indicates that the Islamic State benefitted from the experiences of modern states. Bodies such as the Committee are managed separately to the economic administrations which administer more bureaucratic and detailed issues and transactions. Perhaps it indicates an attempt to keep investments away from the control of these administrations and give a modern appearance to the Islamic State’s institutions. <br><br>It appears that there are attempts to separate between the authorities of the State and the Diwans subordinate to it which bestow upon the Caliph absolute centralized power on issues of primary importance including the economy, the Islamic State’s nervous system.<br><br><br>Among the documents Zaman al-Wasl obtained, is an important document outlining the financial and economic affairs and intricacies of the Islamic State. The document is an administrative decree issued by the Caliphate Diwan, and it is authorized by the seal of the highest authority within the Islamic State, represented by the Caliph Abu Bakr al-Baghdadi. <br><br>The document explains the nature of relations between the diwans and their relations with the states (provinces under Islamic State control), the possible interventions, and the mechanisms to untangle economic overlap. The document dated 14 Dhu al-Hjjah 1435 (9 October 2014), includes several articles concerned with taxation, the State’s petrol resources, real estate and investments, money from spoils and bounty, and financial management between the center and the states. <br><br><div><img></div><br><br><br><b>A Conflict of Center and States </b><br><br><br>The principle document sealed by the stamp of the Economic Diwans Emirate, the Caliphate Diwan, and the Joint General Committee in the Islamic State, shows the level of interaction and competition between the two principle sides one represented in the political and economic center, and the other in the branches represented by the states. It appears that the two sides were struggling over power and control of the Islamic State’s resources. The document includes 16 decisions through which the Caliphate Diwan tries to retain control over resources using the Economic Diwans Emirate. In the first and second articles, the Rukaz Diwan and the Treasury (Beit al-Mal) are given the right to dispose of their employees and transferrable assets as they see fit, “within the Islamic State regardless of the state’s location.”<br><br>The third article says that the investments and factories, “that are profitable, their revenues will be for the general Islamic State,” and the Economic Diwans have the right to manage them, engage in sales and purchase. <br><br>In the remaining decisions, the Economic Diwans (Rukaz, Agriculture, Real Estate, Spoils and Bounty) are given priority in disposing of assets according to their specializations. The diwans’ assets belong to the State and “not to a particular state,” and the article confirms diwans’ ownership of these assets. <br><br><br><b>Changing Variables </b><br><br>Analyzing the newly obtained Islamic State financial documents intersects with several studies and researches about the Islamic State’s resources and financial sources, but these documents reveal much more regarding the nature of these sources. <br><br>According to a report entitled, ‘Financing the Terrorist Organization, Islamic State in Iraq and Levant (ISIL)’,&nbsp; the primary financial sources available to the Islamic State are the banks the state gained control of, gas and oil reserves, imposing taxes on civilians, extortion, theft, and ransom money. The report adds assistance from non-profit organizations, foreign support and equipment made available to Islamic State fighters, and obtaining capital through modern communication networks.<br><br>The report prepared by the Financial Action Task Force, an international body specialized in issues of funding extremism, fails in include significant details about the sources of money.<br><br>&nbsp;It is restricted to presenting a political security perspective without offering sufficient insight into the Islamic State’s economic security. Also, the report does not recognize the evolution of the Islamic State, administratively and economically, since it was established as the State has gained practical experience in managing various and broad economic sectors and lands across 70,000 kilometres squared. The size of areas under their control increase and decrease according to the situation and confrontations in Syria and Iraq. <br><br><br><div><img></div><br><br><br><b>Professional Accounting System </b><br><br>&nbsp;<br>The Islamic State uses advanced accounting database systems. This may indicate that considering these resources principle economic factors has perhaps changed, or it no longer enters into the advanced institutional framework mode of thinking within the Islamic State. The lack of emphasis on those sources of money is not surprising as the evolution of the Islamic State’s economic order depends on the State’s fifteen-years’ experience since Abu Mousab al-Zarkawi began building funding networks and establishing committees to gather finances with the foundation of the “Jama’at al-Tawhid wal al-Jihad” (Congregation of Monotheism and Jihad). The economic evolution and refinement of the tools of economic governance continued with the establishment of the Islamic State of Iraq and its first ministries in 2006, and its second set of ministries in 2009 which included ministries for oil and finances. <br><br><br><b>Oil Revenues</b><br><br><br>In one area called the “al-Barakah Province” (Blessed Province) the financial datasets concerning the oil investment budget in this single geographical space show that there are three locations or fields managed by the Islamic State including, Qabiyet, al-Farof, and al-Tawqaji which are subordinate to the Rukaz Diwan, oil and gas division. This small area generated revenue reaching 150,000 US Dollars during the month of Dhu al-Qa’dah 1436 Hijri (between August and September 2015). The numbers indicate that the Islamic State’s capabilities and its oil production in Syria where greatly and systematically exaggerated. It is not clear how much this sector was affected by the “Tidal Wave 2” Coalition operation targeting the stations, oil wells, and transportation tankers under Islamic State control. However, some of the purchase bills leaked with the other documents obtained by Zaman al-Wasl have dates close to the dates of the Coalition operations. These purchase bills are machine and drill parts used to produce and extract oil were used. <br><br><div><img></div><br><br>Some studies indicate that the Islamic State controls around 27 oil wells in Syria, half of which are in Deir Ez Zor province. Its general annual revenues from this sector in Iraq and Syria reached 400 million US dollars in 2015 while in 2014 it was around 1 billion US dollars. The data available shows an exaggeration of the size of revenue obtained by the Islamic State. The document shows varied commercial and trading activities including bakeries, food product warehouses, agricultural production, and financial sums obtained from treasurers in the areas subordinate to the states. <br><br>These treasures collect money which is mostly money confiscated from civilians, or paid in fines incurred as a result of court decisions. The document shows that the situation is more complicated as the Islamic State while forming a network of alternative resources cannot move away from the parasitic economic model. The Islamic State has not reached the stage of owning factories and strategic economic institutions for reasons relating to its security situation, the intense pressure it faces from different sides and on various fronts. <br><br>These factors force it to continue relying on a system dependent on mid or small sized institutions in addition to renting out the properties, buildings, warehouses, real estate, institutions it controls. <br><br>The Islamic State benefits from the revenue generated from rent to supplement the treasury, fund its large army’s salaries, and its religious institutions’ employees represented in thousands of employees working in proselyting and as religious police in addition to administrative staff and other sectors such as education and media. <br><br><div><img></div><br>&nbsp; &nbsp;<br><br></font></div>]]></content:encoded>

The city was the first center in the Syrian province to fall outside of regime authority and control and witnessed heightened diversity as political relations mixed with ideological, tribal, interests, factionalism, and intelligence concerns.<br><br>&nbsp;Raqqah became the playing field for multiple agendas, alliances and allegiances. For many, the months after the liberation from regime control were a chance to breathe freedom for the first time, but that was new-found freedom proved short-lived.<br><br>In an attempt to offer insight into the situation in Raqqah in those first few months following its liberation, Zaman al-Wasl will present and analyze some of the Islamic State records and documents it obtained. These resources are a means of explaining how the Islamic State monopolized control over the city taking advantage of the security vacuum, and expelling all other factions including Fateh al-Shamal-Nusra, formerly known Nusra Front.<br><br>Zaman al-Wasl exclusively obtained a set of Islamic State documents and recordings which show how the Caliphate manages various aspects of the emirate. <br><br></font><br><font><a>New ISIS data leaked by Zaman Al Wasl: documents </a><br><br><br>The documents include information about the caliphate’s business activities, military operations, detention practices and detailed records of its commanders and members’ personal information.<br><br>The documents and records offer audiences an insider’s perspective of how the Islamic State managed its affairs and dealt with different people, factions and public figures. The documents and records give an idea, even if partial, about the atmosphere which preceded the Islamic State forces monopolizing control over al-Raqqah. These resources are also temporally significant and document a period when the city witnessed different, in some cases contradictory, political orientations and projects. The documents and records also demonstrate the Islamic State’s close relations with al-Nusra Front, at that time, and that they approached the Ahrar al-Sham Movement as a related, but distant, organization.<br><br>The records and documents reveal the Islamic State’s extensive intelligence work relegated to people referred to as “security personnel.” Security personnel observed the smallest of details and included them in reports. The documents show that few people were excluded from the Islamic State’s intelligence surveillance as the documents reveal men or women, military personnel or civilians, supporters or opposition actors, public figures or private persons were all surveilled. The records include diverse reports and accusations some of which depended on security personnel observations and others on information provided by a third party, described as “testimonies.”<br><br>The documents show that the Islamic State focused on three main groups in its surveillance activities including the regime and its agents, the Free Syrian Army and its brigades, the civil society and its key figures. In its first report in the forthcoming series “Al-Raqqah in the Eyes of The Islamic State Intelligence,” Zaman al-Wasl will focus on the documents pertaining to the third category.<br><br>&nbsp;The newspaper will present the information available in the documents about the lawyer Abdullah al-Khalil whose disappearance remains a mystery. 						<content:encoded><![CDATA[<div>By Ethar Abdulhaq<br><br>(Zaman al-Wasl) Before sunset on 24 August 2016, groups from the Free Syrian Army, with clear Turkish support, tightened their grip on Jarablus city with that ending the Islamic State’s sole presence in the city for over two years and a half, and its entrenchment in the city for over 3 years at a time it was called the Islamic State of Iraq and then the Islamic State of Iraq and Syria… so what has the Islamic State lost in losing Jarablus?</div><div><br></div><div>Zaman al-Wasl tried to answer the question by returning to the special prototype of thousands of fighters coming from outside of Syria between 2012 and 2013 to join, and it is an archive our newspaper was the first media outlet around the world to publish a primary report about it and examples of it (see report…)</div><div><br></div><div>The archive reveals and in numbers that Islamic State’s retreat from Jarablus city has lost it a wide gate to recruit members, and even perhaps its widest gate available to it between all the border crossings it controls all over Syria and Iraq.&nbsp;</div><div><br></div><div>And in the language of statistics that puts the language of prose aside, it becomes clear that the most mentioned border crossing in the archive in Jarablus, as it is mentioned around 4 thousand 700 times in contrast to the decreased repetition of the other border crossings, Azaz and al-Rai (repeated between 2500 and 2700 times), and this proves that Jarablus formed the harder and more important number of all the cities and border towns controlled by Islamic State at any point in time, and that its loss it a multi-dimensional blow to Islamic State.&nbsp;</div><div><br></div><div>From one side, the Islamic State lost a its broadest gateway for fighters, and from a second perspective they lost their only border gate with Turkey (and automatically with the external world), and from another perspective the Islamic State’s presence in Aleppo’s countryside is contracting in an unprecedented manner, warning of its sinking control over the area entirely.&nbsp;</div><div><br></div><div><b>The Battle of Revealing Tactics and Discourse</b></div><div><br></div><div>Jarablus is considered one of the first Syrian areas that Islamic State initiated announcing an Imaret in, it was also the first of the Syrian cities that Islamic State sought to control completely and end the presence of revolutionary or jihadist factions in it, and this happened in reality after bitter and fierce fighting where the leadership of Islamic State demonstrated an excessive persistence to hold onto the city and not withdraw from it despite its members’ besiege and the revolutionary factions’ almost liberating the city at the start of 2014.&nbsp;</div><div><br></div><div>The battle for Jarablus was not just an opportunity to reveal the Islamic State’s military tactics and its plans to take over Syrian areas from the rebels, but it was also the spark that initiated Islamic State’s real discourse towards the revels by describing them as sahawat, apostates, and agents, for these adjectives to hegemonize the Islamic State’s discourse and become a clause within its media war against all who criticize them or opposes them.&nbsp;</div><div><br></div><div>The most important thing revealed in the battle for Jarablus was the dose of brutality that the Islamic State members unleashed against the revolutionary factions, as previous Islamic State had killed them or taken them as prisoners of war during those battles, and then it opened the door to policies of cutting off rebel’s heads, playing with them, and hanging them up. 						<content:encoded><![CDATA[<div>(Zaman al-Wasl)- Few days only passed after the recapture of ex-ISIS fighter by Kuwaiti authorities that he confessed confidential information related to ISIS especially ISIS connection with Assad regime and Iran along with ISIS marketing oil, the main source of ISIS income.<br><br></div><div>Kuwaiti al-Jareede Newspaper reported some of the “fascinating” confessions of Ali Omar nicknamed as Abu Turab confirming that Ali Omar “attended personally coordination meetings with bodies representing Assad regime and Iranian intelligence.” It is a very dangerous confession coming from ISIS significant member.<br><br></div><div>So who is Ali Omar which Kuwaiti intelligence thought of as precious hunt and whose confessions, some published, confirm the expectations?</div><div><br>-Details-<br><br></div><div>Zaman al-Wasl investigated ISIS archive and found this precious hunt is only Ali Mohamed Omar al-Usaymi according to ISIS registration data form regulated by General Administration of Borders. The registration form is filled by new joiners as soon as they enter Syrian lands.<br><br></div><div>According to the form, the Ali’s nickname is Abu Turab al-Kuwaiti. His mother’s name is Husa (Zaman al-Wasl indicates al-Jareeda newspaper published his mother’s full name).<br><br></div><div>The fourth field in the registration form says his blood type is O+ and his date of birth 03/12/1988 and national of Kuwait. <br><br></div><div>According to the form, al-Usayimi is single; however, he got married after entering Syria with a Syrian woman and had one child. His address is al-Umayiriya/ Kita 3 street 101 No 3 and his education; he was a navy officer in England.<br><br></div><div>The registration form shows that Abu Turab entered Syria on April 16 2014 via al-Raee cross point in Aleppo countryside by the recommendation of Thuban al-Ghamdi and his entrance was facilitated by Abu Ilyas al-Maghribi.<br><br></div><div>Al-Usyaimi did not mention any contact details, but he only pointed to Mudafet al-Akhawat, his mother, which confirms what Kuwaiti press said that his mother is involved for real in propaganda for ISIS and recruiting young men.<br><br></div><div>&nbsp;-Treasure of information-<br><br></div><div>To return to what al-Jareeda reported on behalf of senior officials, al-Usayimi confirmed ISIS has a good connection with Assad regime and Iranian intelligence, and he confessed he personally attended coordination meetings with Assad regime and Iran intelligence.<br><br></div><div>Al-Jareeda indicated Kuwaiti authorities arrested al-Usayimi with his mother Husa Mohamed. The two revealed a treasure of intelligence information which amazed the International Coalition against ISIS.<br><br></div><div>Abu Turab revealed to the intelligence how ISIS smuggles oil and sells it in black market of regional countries and international traders. He mentioned names of individuals involved in this trade.<br><br></div><div>Abu Turab’s statements are important because he was one of the ones responsible for exporting oil in ISIS-controlled oil fields in Syria and Iraq. He estimated the number of Kuwaiti and al-Bidoun fighting with ISIS in Syria and Iraq to be around 100 persons.<br><br></div><div>Al-Bidounis a Kuwaiti terminology called on persons who do not hold Kuwaiti citizenship or any other citizenship.<br><br></div><div>Zaman al-Wasl owns documents which reveal tens of Kuwaiti persons recruited in ISIS as new joiners as well as key persons who recruited others in ISIS.<br><br></div><div>Abu Turab pointed out in his confessions that Kuwaitis and Bidoun who joined ISIS have exited Kuwait on different pretexts including, Going for Umra, study, tourism in Turkey. He confirmed there are no Kuwaiti females in ISIS except for his mother who returned with him.<br><br></div><div>Also, he added the leadership of ISIS in Syria are Iraqis and that most of ISIS members are from Tunisia, Morocco, Algeria in addition to Saudis.<br><br></div><div>-Incited by the mother-<br><br></div><div>ISIS choose al-Usayimi to assume an important post in oil sector because he speaks excellent English and to invest in his field of study. The young man was about to graduate from one of the most important navy academies in England, South Tyneside College for Navy Studies. He was supposed to by employed in Kuwaiti Oil company, but he dropped off school and his dream job to join ISIS.<br><br></div><div>Talks about al-Usayimi circulated in last May after his joined ISIS. Back then, military experts warned of ISIS using his expertise to launch terrorist attacks.<br><br></div><div>Back then, his uncle explained al-Usayimi was affected a lot with killing of his small brother during fighting with extremists adding “he seemed a different person after his brother was killed. He would not talk to everyone like before. He was used to call his family every two weeks and he visited them end of 2013 and that was the last time they heard of him.”<br><br></div><div>Kuwait ministry of interior announced late Monday arrest of al-Usayimi. They brouth him from abroad was his mother, Husa Mohamed (born in 1964) in addition to his child born in Raqqa from his Syrian wife.<br><br></div><div>The ministry of interior said al-Usayimi confessed he joined ISIS with his mother under his mother’s incitement. He explained she pushed her small son first Abduallh, born in 1991, to join ISIS. He was killed during his terrorist battles in Iraq. Later on, Ali Omar dropped off his school in England to go with his mother to ISIS in Raqqa. <br><br>He assumed a post related to oil and gas fields while his mother was teaching wives and sons of the terrorists and to motivate them psychologically and intellectually.</div>]]></content:encoded>

the bottom, while on the top it had the name "Islamic State in Iraq and

The United States listed him as one of the most wanted and allocated 5 million dollars to whoever can give information about him or arrest him.<br><br>The United States introduced the man as “the borders chief of Islamic State in Iraq and Syria”. However, the mission of the man, the exceptional repetition in the Isis documents explains, seems more dangerous and more important for an organization whose first goal is to recruit more fighters from different nationalities and regions to gain an international character.<br><br><div></div><br><br>There is no doubt al-Baghdadi choose Tarad Mohamed al-Jaraba who is called Abu Mohamed al-Shimali to be head of the “general administration of borders”. The documents indicate that al-Shimali has capacities, expertise, and a wide network of contacts. These together qualified him for this sensitive post without any competition from anyone else.<br><br>-His role exceeds his post-<br><br>Zaman al-Wasl owns a huge archive of Isis fighters’ data which has more than 18000 documents. Al-Shimali’s name is repeated 6384 times as the “mediator” who thousands of Isis members applied through to join the organization from different nationalities around the world.<br><br>The number signifies that al-Shimali alone is responsible for recruiting more than a third of fighters who joined Isis in 2013 and 2014 which is the period covered by the archive. We believe this percentage is enough without further commentary to reveal the role and influence of al-Shimali in Isis.<br><br>Al-Shimali is born in Iraq in the late 70s. He holds a Saudi citizenship. The Isis archive confirms his role exceeds his post as a senior official in borders control. His post includes what we may call recruitment and external coordination affairs.<br><br>Al-Shimali has no competition in the field of propaganda, recruiting and transboundary coordination. The man is ranked first in the names mentioned in Isis archive with a big difference from next figures in line. The most popular personality after him according to the documents, its name is only mentioned ten times in best cases.<br><br>According to the documents, al-Shimali was active on the Turkish Syrian borders which extend for 850 kilometers. But the most prominent stations for him were Azaz and Jarablus cross points. Thousands of Isis fighters came in from these cross points to join Isis via al-Shimali.<br><br>Al-Shimali is also distinguished in his insistence to live away from publicity even on Isis websites. 						<content:encoded><![CDATA[<div>Writing by Ethar Abdul Haq<br><br>(Zaman al-Wasl)- A Moroccan jihadist joined the Islamic State in 2014 admitted that his brother was the mastermind of the 2004 Madrid train bombing, or 11-M,&nbsp; saying the brother had been killed later in Iraq, according to the leaked Isis registration forms.<br><br>Abu Omar al-Reefi, who joined Isis in the summer of 2014, had acknowledged the ISIS' General Borders Directorate in the entry form that his brother is the perpetrator of Madrid train bombings on March 11, 2004 that left 192 people dead. <br><br>A note added by Isis to the form said Reefi's brother is believed to be "martyred in Iraq" without any furthers details. <br><br>The document has the first explicit and official indication- in all Isis documents- to one of the many perpetrators of Madrid train bombings and it reveals the perpetrator destiny (likely died in Iraq). Madrid bombings is still an issue for intelligence apparatuses and media around the world due to its complexity and due to circumstances surrounding the arrests, trials, and acquitted tens of persons from different nationalities.<br><br>The official investigation by the Spanish judiciary found that the 
attacks were directed by an al-Qaeda-inspired cell, and the Spanish 
miners who sold the explosives to the terrorists were also arrested.<br><br></div><div><img></div><div><br><br>-Close connection-<br><br>Abu Omar al-Reefi, who Zaman al-Wasl concealed his name out of editorial privacy to preserve his personal privacy, is a member whose documented data in Isis documents indicates he is in his mid-20s, single, resides in Spanish capital, Madrid.<br><br>The document says his education is secondary education and his Sharia knowledge is simple and his profession before joining Isis was in the Pharmaceutical industry.<br><br>Al-Reefi provided two emergency contact numbers which belong to his two siblings who reside in Spain according to the international code. Interestingly, the real surname of al-Reefi does not relate in any way to those who were arrested and trialed in the years following the Madrid train bombings. The Spanish authorities announced most of them and the media published their names around the world.<br><br><br><font><a>Personal data of 122 ISIS suicide bombers: Zaman Al Wasl </a></font><br><br><br>Also, it is noticeable that al-Reefi entered Syria on 30th of May in 2014; the same date in which two other Moroccan nationals came in with him, one is Abu Bilal al-Andalusi who worked and resided in Spain for 7 years and the other called Mujahid al-Arabi al-Maghribi resided in Spain for 6 years.<br><br>The three very close in age went into Syria on the same date and from the same cross point, Tal Abyad and via a recommendation from a person called Abu Mansour al-Maghribi who also was recommended by someone called Abu Abdul Rahman al-Maghribi.<br><br><a>ISIS expelled many jihadists, told them will be detonated if return: leaked exit documents </a><br><br><br>Furthermore, the connection between Abu Omar, Abu Bilal and Mujaid seems to be more close than usual. The three were deployed to Iraq. Also, Zaman al-Wasl through the Isis archive found that Abu Abdul Rahman al-Maghribi’s name occurred many times in the documents. This man contributed in attracting and recruiting a significant number of Moroccan young men to Isis, noting that he resides in the most important cities in Morocco.<br><br>It seems that Abu Abdul Rahman is closely connected with Abu Mansour who was a representative and a middleman for Isis in Tal Abyad cross point. His mission was to receive young Moroccan men coming to Syria and sending them to join Isis not any other armed faction.<br><br></div>

It is also considered the bloodiest attacks in Europe in general since 1988 Lockerbie.<br><br>The attacks took place on Thursday 11 march in rush hour and ssimultaneously four underground trains were hit by 13 bombs; 10 of which exploded killing 191 persons from 17 different nationalities around the world. the majority of the victims 143 were Spanish whereas 1800 were injured.<br><br><a>Personal data of Radwan Haqawi and Tareq Jadoun who killed by Belgian police in 2015: ISIS Leaks </a><br><br><br>The attacks caused a wave of panic on a large scale in Spain and the West in general which reminded people of the 9 September attacks especially that Madrid bombings took place on a very symbolic date after passing of 911 days on the 9/11 attacks.<br>Since Madrid train bombings also known as 11-M happened, a tracking down and arrest campaigns have taken place for years. The internal Spanish politics were exposed to transformations manifesting in Jose Maria Aznar loss of elections and socialist Jose Luis Zapatero wining noting that the attacks happened three days before the Spanish general elections.<br><br>Externally, the new Prime Minister Zapatero announced fast his repudiaton of Anzar policy in supporting Washington in the Iraqi invasion. He withdrew Spanish forces from Iraq in the summer of 2004, a month before the set schedule for withdrawal.<br><br>-Convictions and acquittals-<br><br>The issue of the attacks also reflected in a complex way on the judiciary and security arenas. Arrest and trials campaign were launched while courts sentenced and charged and issued warrants of arrest of tens of persons from Moroccan, Syrian, Lebanese, Spanish, Tunisian, and Algerian nationalities.<br><br>To have a simplified idea of the complexity of the judiciary and penal files for 11-M, it is enough to know that after a year from the attacks and specifically with the advent of march 2015, the Spanish authorities had arrested more than 70 persons’ suspect of connection with the attacks. 17 were acquitted and also two suspects were arrested outside Spain.<br><br>In addition to tens of arrested, 7 persons who were suspected bombed themselves and were killed all in addition to 8 suspects who disappeared 5 of which were issued international arrest warrants.<br><br>Following all of this, the Spanish judiciary issued a verdict on 31st of October 2007 pertaining to 28 suspects. 18 of which were convicted whereas 7 were acquitted. The gravity of the attacks reflected in the sentences where 3 charged were sentenced to 125 thousand years in prison of which is the Moroccan Jamal Zougam was sentenced with 43 thousand years of prison. The Spanish miner Jose Trashorras who provided the perpetrators with explosives was sentenced with 35 thousand years of prison. In the same trial, two Syrians were convicted; however, the High Court acquitted them after 9 months with another two who were convicted before.<br><br>The arrest and tracking down did not stop here, at the end of 2008, a trial was held in Morocco for a person called Abul Ilah Ahreez under charges of joining a terrorist group. During the trial, the public prosecution demanded sentencing Ahreez with life imprisonment saying DNA samples prove his involvement in 11-M.<br><br>In the summer of 2009, a Spanish court specialized in cases related to terrorism, acquitted 10 out of 14 suspects of helping the ones convicted in fraud and facilitating joining a terrorist organization.<br><br>at the beginning of 2010, a Spanish court convicted 5 accused saying they helped persons involved in 11-M to escape but the High Court cancelled the convict a year later in February 2011.<br><br>-File open again-<br><br>Thus, the file March 2004 is still open one way or another regardless of the years that passed. It seems it will reopen in a different way this time in the light of Zaman al-Wasl revealed information about one of the perpetrators of 11-M and his apparent destiny.<br><br></div>

The document outlines their specializations, qualifications, their general and military experience, and the languages they speak. <br><br>The electronic document which includes detailed information about 368 fighters was entitled “Camp Database” and was part of a file speaking about “the specialization of the brothers present in the camp- the class of month of Ramadan.”<br><br>The document that Zaman al-Wasl obtained is part of a massive archive about Isis, and it gives a preliminary image of Isis as resembling a massive universal corporation that traverses borders and specializations, it draws its “employees” from various countries, and different work domains to merge them in one entity serving Isis which presents itself as the “Caliphate State”. <br><br><br>-Linguistic and Mathematical Skills-<br><br><br>In addition to specializations that appear ordinary such as trade, truck driving, sewing, cooking, other specializations draw attention, such as the Norwegian, called Abu Amir al-Russi, specializations as it appears he is a helicopter driver and sniper, with the note in the category “General Experience and Languages” that this member speaks English, Russian, Norwegian and some Arabic. <br><br><div><table><tbody><tr><td><label>"<br>Abu Amir, a Norwegian who drives helicopters and speaks three languages<br><br>"</label></td></tr></tbody></table></div><br><br>Regarding Laith Abu Jihad al-Tunisi who lived in Canada for three years, the document clarifies that he is specialized in electro-mechanics (Electro-mechanical engineering), he studied and trained as an airplane mechanic for 11 months, and he mastered various martial arts. The document notes that Laith speaks 5 languages which are: French, English, Spanish, German and Russia.<br><br>Abu Hamzeh al-Tamimi, another Tunisian who joined Isis and the military training camp in Ramadan 1435, according to the document’s data he holds a masters in administrative science, and speaks French, German and English. <br><br>The document reveals that Abu Mohammad al-Shami, an Egyptian 33-year-old, holds a specialization as a data analyst. Abu Ismail al-Indonesi (62 years of age) worked as an electronic engineer in a British company where one of his tasks was monitoring the communication center. <br><br>Abu al-Baraa al-Tunisi and Abu Fadel al-Lubnani hold strange specialization that are far from Isis’s atmosphere (a diploma in tourism studies and hotel management). The electronic document confirms that Abu al-Yasaa who lived in Canada for 13 years studied psychology, and Abu Musa al-Kanadi worked as a chemical engineer which is a more than vital specialization for Isis and its activities. <br><br>Some of the persons whose data is included in the document practice different sports. Mohammad from Kyrgyzstan holds a black belt in Taekwondo. Similarly, Abu Yaqin al-Tunisi, Jalal el-Din, and Abu Baro who came from France practice Thai wrestling and wrestling. Saif Allah al-Chechani handles training for the wrestling. Wrestling is practiced by all of Dawood al-Kazakhstan and Saif al-Islam al-Turki. Abu Jihad who came from Germany is a professional kickboxer and the document says he has reached an advanced level in sport. It also says Abu Abdullah holds the title of champion of Tatarstan for karate. <br><br>In the field of languages, a large number of the fighters who joined the camp know two languages or more, such as Abu Hurairah al-Sweedi (26 years of age), Abu Elias al-Belgiki (30 years of age), Abu Omar (Germany), Abu Issa (Belgium), and others.<br>&nbsp;<br><br>The field of military experience reveals that around 30% of the members listed in the document had prior fighting experience which most of them gained by serving in armies in their countries (Russian, Turkish, Algeria, Saudi Arabia, Azeri, Dagestani armies…), or through their prior presence in military factions active in Syria (al-Nusra Front, Jaish Mohammad, Ahrar ash-Sham…) or through fighting experiences in different countries (Libya, Afghanistan, Pakistan…)<br><br><div><table><tbody><tr><td><label>"<br>Laith who came from Canada, speaks 5 tongues, and had received training as airplane mechanic<br><br>"</label></td></tr></tbody></table></div><br>Of the noteworthy military experiences, the document points to, Abu Omar al-Muhajir, Abu Saad, Abu Huthaf al-Azari who served in the Saudi army for 10, 9, and 7 years consecutively. <br><br>Abu Saleemeh al-Chechani gained his military experience in the naval artillery force in the Russian army where he served for two years. Whereas Abu Salah al-Din al-Uzbeki served for 6 years in special forces unit (elite forces). <br><br>Al-Zubyr al-Turkistani gained his fighting experience by serving in the Chinese army for two years as part of the tank corps. Whereas Abu Dhar al-Mosuli left the Iraqi army, specifically the army security, to work as a trainer for “Tawhid and Jihad Group” established by Abu Musab al-Zarqawi which served as the first seeds for the Islamic State of Iraq which then became Islamic State of Iraq and the Levant before it announced itself as the Caliphate State. <br><br>The military experience field celebrates some of the fighting members’ skills in using different weapons and booby-trapping. 						<content:encoded><![CDATA[<div><font>Writing by Ethar Abdulhaq<br><br>(Zaman Al Wasl)- Six Danish jihadists out of the 9 who were mentioned in Zaman al-Wasl's documents over <a>ISIS personal data </a>have been detained in Denmark two weeks ago.<br><br>Zaman al-Wasl investigated the detainees’ data in the registration forms and it found that one of the important fighters who facilitated detention of other three, is mentioned in the Isis archive owned by the newspaper.<br><br>Danish Police announced on 7 April detention of 4 Isis recruits in Copenhagen suburbs under charges of joining Isis.<br><br>The police said the detainees owned weapons and munitions without disclosing any name.<br><br>&nbsp;The Danish Ministry of Interior said the detainees were connected with a criminal gang in Copenhagen.<br><br>Zaman al-Wasl knew that Danish Security is trying to obtain documents related to most dangerous two Danish citizenship holders.<br><br>One of them is of Syrian origin, The second person is a suspect of a terrorist attack that it was planned to happen in Denmark. It is strongly believed this person has planned a bomb attack on a school in Denmark. His plan was foiled by US Army Capt. Bradley Grimm.<br><br>Later, Denmark has rewarded Grimm with Danish Defense Medal for his distinguished efforts in saving Danish people.<br><br>Danish authorities estimate the numbers of Isis joiners to be more than 125 persons; 27 of them were killed whereas 62 returned to Denmark, these are either Danish citizenship holders or of Danish origins.<br><br>Denmark is considered among Isis targeted countries. Two were killed and several injured in a terrorist attack in Copenhagen in 2015. 9 months later, Danish authorities evacuated a building in Kastrup Airport in the capital due to security suspect of one baggage.<br><br>Danish security caution and preparedness increased after the Paris attacks on 13 November 2015 where 130 were killed.<br><br>Danish caution reflects fear of infiltration of Paris attack planners to Denmark and Isis agents planning for similar attacks. The fears escalated following Brussel attacks in March. It was later revealed some who planned Paris attack executed Brussel attacks. Thus, European security and intelligence seem to fall short of stopping Isis regardless of obstacles and tough security procedures.<br><br>The threat on the Danish is not only inside Denmark. A group of Isis supporters published a footage showing gunshots on a Danish citizen residing in Saudi Arabia.<br><br>The speedy events and increasing what Copenhagen see as terrorist threats led Denmark to more involvement in the International Coalition fight against Isis. Abu Baker al-Baghdadi's first man in SYria, was killed in a U.S.- led airstrike
on al-Shadadi town northeast Syria on March 3, 2016, has paved the way for Isis
and enabled its entrance into Syria. Amr al-Absi, or al-Shami, was the person
initially responsible for transforming Isis from a faction into a “Caliphate
State” where everyone must pledge their loyalty to its Caliphate “Amir
al-Mu'minin” as Isis’s fighters and supporters argue. <br></font></p><p><font><br></font></p><div><font>

</font></div><p><font>The official
announcement about the death of al-Absi brought to the forefront discussions
about a mysterious and highly influential man. Accounts of his history are
contradictory, but it is agreed generally that he is harsh, bloodthirsty, and
has an excessive urge to call for atonement. <br></font></p><p><font><br></font></p><div><font>

</font></div><p><font>In conjunction
with the announcement of his death, Zaman al-Wasl went through the intelligence
archive at its disposal to extract some information concerning Abu al-Athir,
and this is the first time this information is published in the media.</font></p><div><font>

al-absi appeared 4 times in the intelligence archive, once under the name Omar
Absi bin Muhammad and I’timad Termanini and three times under the name Amro
Absi bin Muhammad and I’timad. As the archive indicates, he was born in 1985
(and not 1979 as is commonly known), so the man died in his prime (31 years of
age). Despite his relatively young age, over the past few years he rose up
through the leadership ranks with rocket speed, acquiring acceptance from
“Sheikhs” and “elders”. </font></p><div><font>

</font></div><p><font>The
intelligence archive reveals the existence of 4 warrants issued by the Syrian
regime in the name of al-Absi. Two of the warrants called for his arrest were
distributed by the general intelligence administration in 2012. <br></font></p><p><font><br></font></p><p><font>The two
warrants were released in a short time span as there are only 53 warrants
between them. In addition, there are two other prior warrants to ban his travel
from Syria that were issued in 2008. These were issued by the intelligence
branch and the military intelligence branch, branch 235 specifically, know
commonly as Palestinian branch which is specialized in following the cases of
“Islamists”. <br></font></p><p><font><br></font></p><div><font>

issue, the intelligence archive reveals that there is no blood relationship
between Amro al-Absi and Shaker al-Absi, and that all that unites them is a
resemblance in their surname. Al-Absi senior according to the archive is
Jordanian national of Palestinian origin and born in 1955 to parents Yousef and
Fatima. Al-Absi junior (Amro) is Syrian national born in 1985 to parents
Muhammad and I’timad. The difference in their parents’ names negates the
stories that they are brothers since some tried to promote the story that
Shaker and Amro are half-brothers. <br></font></p><p><font><br></font></p><div><font>

</font></div><p><font><span>&nbsp;</span>Shaker al-Absi who was arrested by al-Assad’s
intelligence in 2002 and then released, is listed in the intelligence archive
in the lists of those wanted for arrest for two warrants issued by the military
intelligence and political security in the years 2007 and 2009. <br></font></p><p><font><br></font></p><div><font>

</font></div><p><font>Shaker al-Absi
is the head of Fatih al-Islam that fought in the bloody confrontations in Nahr
al-Bared camp for Palestinian refugees in Tripoli (Lebanon) in the summer of
2007. <br></font></p><p><font><br></font></p><div><font>

</font></div><p><font>Shaker has a
prior history which rendered him accused by the Jordanian government of killing
an American diplomat in 2002. He was found guilty in absentia and sentenced to
death by hanging, the same sentencing Isis’s prominent leader Abu Mousab
al-Zarqawi received. It seemed this contributed to increasing the halo around
Shaker and later on around Amr who benefited directly or indirectly from the
shared surname of al-Absi leaving a wide scope for people to fabricate stories
in an atmosphere of charming mystery.</font></p><div><font>

</font></div><p><font><b>Al Qaeda’s
Nucleus</b></font></p><div><font>

</font></div><p><font><b>&nbsp;</b></font></p><div><font>

</font></div><p><font>While it is
certain that Shaker is not Amro’s brother, not even his half-brother, it is
confirmed that Amr has a brother by the name of Firas who is wanted by the
military intelligence since the year 2000, so 11 years prior to the start of
the revolution. </font></p><div><font>

</font></div><p><font>Firas who was
born in 1973 influenced his brother Amr, ideologically and organizationally.
It is enough that Firas was the first person to introduce words such as “Jihad”
and its derivatives into the names of the military factions in Syria during the
revolution. He established what is named “al-Mujahedeen Shura Council” which of
course included his brother Amr. </font></p><div><font>

</font></div><p><font>It is also said
that Firas was the first to raise Isis’s black flag in Syria officially and
publically. The flag known in “Jihadist” literature as the “flag of punishment”
was raised above Bab al-Hawa border crossing point after it was liberated from
the regime forces.<span> <br></span></font></p><p><font><span><br> </span></font></p><div><font>

</font></div><p><font>In the fall of
2012, Firas was killed in suspicious circumstances, amidst accusation of
particular persons and particular brigades’ involvement in his killing. This
was a turning point in Amro’s life. As a turning point, it bore resemblance to
another turning point in his life that affected his personality following his
arrest and imprisonment in Sednaya military prison for several years prior to
Bashar al-Assad releasing him as part of a “pardon decree” issued in the summer
of 2011. An arrest warrant was issued for him again in 2012, confirming
suspicions about the real aims behind the “pardon.”</font></p><p><font><br></font></p><div><font>

</font></div><p><font>Following
Firas’s death Amr found himself almost automatically in the position of head
of “al-Mujahidin Shura Council” which is the hardcore nucleus of Isis on Syrian
territory. From the uterus of the council and with its help Isis was born in
al-Sham’s soil, developed, and it grew to the point Abu al-Athir became the spiritual
father of the Isis branch in Syria.</font></p><p><font><br></font></p><div><font>

</font></div><p><font>Al-Athir’s
influence was deeper and more expansive than that, as the youth did not suffice
himself with paving the way for Isis, he also later contributed in anchoring
rules, providing initiatives, and entrenching ways to deal with others. <br></font></p><p><font><br></font></p><p><font>These
all helped in drawing Isis’s process and defining its destiny. More dangerous
than these is that it contributed in transforming the Syrian revolutionary
process, and turned many of its balances to the advantage of, deadly, side
conflicts, rather than maintain the focus on the primary conflict between the
regime and the rebels. <br></font></p><p><font><br></font></p><div><font>

</font></div><p><font><span>&nbsp;</span><font><b>A security report written by a former “Salafi”
prisoner in Isis’s prisons where he talks about Abu al-Athir but refers to him
with the surname of al-Halabi. </b></font></font></p><div><font>

</font></div><p><font><i>"</i><font>He is the
former governor of Aleppo, a youth who has in him a childishness of mind which
is unimaginable. I saw it during his conversation with me and in his manner of
dealing with others in front of me. These are the deeds that made him a reason
in the sedition that lead to fighting between Isis and other groups. <br>
</font></font></p><div><font>

</font></div><p><font>I do not know
if he is pushed by others or this is his individual behavior. He imprisoned
al-Sheikh Aba Omar Hussein Rida al-Kuwaiti, student of al-Sheikh Suleiman
al-Alwan and al-Sabouni in Isis’s prisons just because he came to him with a
comprehensive plan on how to preserve Isis from entering the fighting with the
other factions and bring them under Isis’s banner. I do not know if the man is
still alive in their prisons or he has been killed. </font></p><div><font>

</font></div><p><font>He has been the
reason for the arrest of many of Isis’s young men after the wondrous debate
that happened between them, in what they refer to as the exclamation headquarters,
on the issue of the prescribed penal<a>ities of Allah. </a><span></span></font></p><div><font>

</font></div><p><font><font><span>The prisoner al-Sheikh Abi Shuayb al-Masri was
the reason that al-Athir was revealed in front of everyone in his desire to not
implement Sharia in Levant. He and those with him such as al-Qahtani, al-Iraqi,
al-Anbari, Abi Muslim al-Masri, Abi Amar al-Masri and others. He fought them
and ran after al-Masri until he arrested him by distributing his name in the
Isis check points and security centers. He arrested him al-Raqqah, whose prisons
are infamous for being dirtier and filthier than Bashar’s prisons in their
dealing with Muslims, accusing them, and torturing them to the point that
headquarters came to resemble a torture factory".</span></font><span></span></font></p><div><font>

</font></div><p><font><span><b>On the Security Council Lists</b></span><span></span></font></p><div><font>

</font></div><p><font><span>Al-Absi, according to stories, knew of his
urge to call for atonement since his days in Sednaya prison. The regime used
the prisons to foster extremists in order to use them when the time is ready.
It is more than likely that his leaning towards extreme atonement (which in
practice means executing the violator physically or mentally), is what
facilitated Amro’s sudden rise in the ranks of Isis’s leadership and his
membership in the tight circle that gives non-disputable instructions to tens
of thousands of members. <br></span></font></p><p><font><span><br></span></font></p><div><font>

</font></div><p><font><span>Al-Absi’s influence and his strength began
to appear properly in 2012, according to stories that indicate he struck a
“master’s strike” by calling al-Nusra Front traitors and not brigade of less
jihadi weight. The move may have been to prove to those around him that he is
more of a statesman.</span></font></p><p><font><span><br></span></font></p><div><font>

</font></div><p><font><span>Moving from calling al-Nusra Front and its
leader, al-Julani traitors, Amro craved a path into the “al-Baghdadi’s” mind
and heart. Al-Baghdadi appeared to lean towards al-Absi especially after he
suggested to him to come to Syria to oversee the establishment of an entity of
an “international” type. <br></span></font></p><p><font><span><br></span></font></p><div><font>

</font></div><p><font><span>It is said that when al-Baghdadi came to Syria,
he made sure to meet a limited number of persons, and at their forefront was
Amro al-Absi who provided his obedience and loyalty. He introduced al-Baghdadi
to Omar al-Shishani who voiced his support of al-Baghdadi later on and became
one of his most trusted men to the point he handed him the leadership of Isis’s
military.<span>&nbsp;&nbsp; <br></span></span></font></p><p><font><span><span><br></span></span></font></p><div><font>

</font></div><p><font><span>Al-absi was rewarded by making him Amir over
“Aleppo province.” When al-Absi’s name was added to the Security Council’s
list, he occupied the position of Amir “Homs province” after Isis had fought
long and hard to expel the rebels. <br></span></font></p><p><font><span><br></span></font></p><div><font>

</font></div><p><font><span>In the UN resolution whose details Zaman
al-Wasl studied it was mentioned that: “According to the resolution of
paragraph 33 of 2161 resolution (2014)… Amr al-Absi is listed in the list
(related to Isis) on the 29<sup>th</sup> of September 2015, working from
paragraphs 2 and 4 of resolution 2161 (2014) as someone who is connected to
Isis due to participation in funding activities, or Isis activities, or
planning for these activities, or activities to facilitate, prepare, commit, or
participate with or in his name, or as his representative or in support of
him.” <br></span></font></p><p><font><span><br></span></font></p><div><font>

</font></div><p><font><span>The UN report included “additional information”
about al-Absi: “In the middle of the year 2014, Amro al-Absi was chosen as a
leader for Isis in the province of Homs, in the Syrian Arab Republic. Isis’s
leader Abu Bakr al-Baghdadi, included in the list under the name Ibrahim Awad
Ali al-Badri al-Samarani, had appointed him before that as governor of Aleppo,
in the Syrian Arab Republic. <br></span></font></p><p><font><span>Al-Absi oversees all of Isis’s operations inside
the province, was responsible for kidnapping operations, and named as
responsible for the kidnapping. Al-Absi is a member of the governing Isis Shura
Council and he is responsible for the media branch of Isis. The Shura Council
is responsible for communicating the commands from Isis’ commander Abu Bakr
al-Baghdadi. Al-Absi’s group was the first branch of Isis in the Syrian Arab
Republic, and al-Absi was one of the first leaders who met al-Baghdadi and
pledged their allegiance to Isis.” </span></font></p><div><font>

council text intersects- to a noticeable degree- with what is said about
al-Absi, who has been deeply influential on Isis, and as a result on the Syrian
revolution’s process given the changes in its image and upturning of many of
its balances with the mere entrance of Isis into the field and its line of
atonement and fiercely fighting the factions. <br></span></font></p><p><font><span><br></span></font></p><div><font>

</font></div><p><font><span>Al-Absi probably had the larger share and
greater contribution in jihadi defections, as he was of the first
and fiercest believers in the atonement approach and branding the brigades
operating on Syrian territory as traitors. He was the one who first branded
al-Nusra Front as traitors and called for their atonement as we mentioned
above. <br></span></font></p><p><font><span><br></span></font></p><div><font>

increasing his popularity, we will present in the following a list of the most
important “achievements” and “initiatives” undertaken by al-Absi that
altered Isis and had a noticeable effect on the Syrian revolution:</span></font></p><p><font><span><br></span></font></p><div><font>

</font></div><p><font><span>Abu al-Athir was part of a strong nucleus of
Isis in Syrian territory. Where his brother Firas established the
“al-Mujahedeen Shura Council,” Al-Absi made the council influential and a dividing
force between the brigades. He paid attention to “distinguish” his fighters
ideologically which qualified them to be the first effective persons under the
banner of Isis when it expanded to Syria. <br></span></font></p><p><font><span><br></span></font></p><div><font>

</font></div><p><font><span>Abu al-Athir was responsible for a large number
of dissents that happened in Jihadi brigades, at the forefront al-Nusra Front.
These instances of dissent played an important role in attenuating those
brigades’ positions while strengthening Isis’s position and enlarging its
membership. It also had a deep effect in prolonging the life of Isis after it
was faltering in the shadow of the rebels agreeing to fight it, prior to the
fight being directed to the internal fighting that has been bloody and costly,
not only for brigades but for the Syrian people and their revolution in
general. <br></span></font></p><p><font><span><br></span></font></p><div><font>

</font></div><p><font><span>Abu al-Athir was the initiator who sparked the
idea in al-Baghdadi’s head to announce the caliphate state. Abu al-Athir saw
that there is no means to confront the Jihadi brigades in Syria and no means to
control them better than Isis announcing itself as the “caliphate state”. In
the process, Isis situates itself at a higher level than any other brigade,
entrenches the idea that it is necessary to pledge support on the basis it is
the awaited caliphate state and its leader is “Amir al-Mu'minin”. <br></span></font></p><p><font><span><br></span></font></p><div><font>

</font></div><p><font><span>Abu al-Athir placed a financial system for Isis
which made Isis more astute and capable in managing their financial resources
gained from petrol, spoils, and others. There is no doubt excelling in
financial management gave Isis a military and organizational superiority, and
made them capable of extending outside Syria and Iraq to Libya, Yemen, Egypt,
Philippines, and others. <br></span></font></p><p><font><span><br></span></font></p><div><font>

</font></div><p><font><span>Abu al-Athir is one of the important etchers
and executors of Isis’s “media politics.” It is a politics that enabled them to
recruit tens of thousands of youths from different parts of the world, from
different nationalities and countries, and instilled in their minds the idea
that Isis is the legitimate and exclusive representative for Jihad. Later on,
Isis entrenched the idea that Isis is the exclusive and legitimate
representative to unite Muslims given Isis revived the idea of the caliphate
and embodied it in practice.<span>&nbsp; <br></span></span></font></p><p><font><span><span><br></span></span></font></p><div><font>

</font></div><p><font><span>Abu al-Athir was one of the first and fiercest
instigators and participants in fighting the Syrian revolutionary and jihadi
brigades operating on Syrian soil, describing them as representing projects of
apostasy and treason. There was no way to deal with these groups other than
remove them entirely. There is no need to present here the catastrophic effects
on Syria’s people.</span></font></p><p><font><span><br></span></font></p><div><font>

</font></div><p><font><span>Abu al-Athir is one of the executors of gangster style approach to kidnapping, killing hostages or
compromising on them financially. In this regard, al-Absi reserves an advanced
seat for himself, as Aleppo became during his time as Amir a hotbed for Mafias
working in kidnapping and human trafficking. Al- Absi, according to reports,
oversaw kidnapping operations and the buying of journalists and aid workers;
the most famous of them being the American journalist James Foley and the
British volunteer aid worker Alan Henning whose executions were documented by
video during which Muhammad Emwazi, nicknamed Jihadi John appears. Al-Absi
contributed to Emwazi’s dissent from al-Nusra Front in 2013 for him to come
under al-Absi’s command and one of the bloodiest persons in Isis. <br></span></font></p><p><font><span><br></span></font></p><div><font>

</font></div><p><font><span>Abu al-Athir once studied computer engineering
in Union University, a private University in Aleppo, before the regime placed
him in the “university of Sednaya.” Abu al-Athir was bloody to a dangerous
degree, but he was also apparently drawing independent plans, had vision in
attracting and recruiting the proper people for his personal outlook and Isis’s
outlook.</span></font></p><p><font><span><br></span></font></p><p><font><span> Dabiq</span> revealed in
its final issue, in a subject discussing the Brussels cell that Najm al-Ashrawi
nicknamed Abu Idris al-Belgiki who was one al-Absi’s students from the days of
the al-Mujahedeen Shura Council. The journal described al-Ashrawi: “He began
his migration in 2012 when he heard the cries of Muslims in Damascus. He joined
the al-Mujahedeen Shura Council under the leadership of Abi al-Athir al-Absi
before pledging his support to the Islamic state and fighting against the
traitor al-Joulani.”</font></p><p><font><br></font></p><div><font>

</font></div><p><font>For this and
other reasons, Amro al-Absi deserved the title of the second Baghdadi, or
Syria’s Baghdadi given the trace his left on Isis before meeting his end in
al-Shaddadi in al-Hasakeh province in an airstrike that was mostly likely
conducted by NATO airplanes on the 3<sup>rd</sup> of March 2016. It is worth
noting that the Syrian center for documenting violations contradicted this
story and said al-Absi died during cross fire during clashes with the regime

They were incorporated in a camp for military training.<br><br>The name of the personal guard was found in an electronic document as an excel file which Zaman al-Wasl obtained exclusively. Zaman al-Wasl reviewed and investigated the data.<br><br>The electronic document under the title “Camp data” is a file allocated to talk about specialties of brothers in the camp- the batch of Ramadan month.<br><br>The document includes data of 368 persons who joined Isis and focuses on qualification and profession, general expertise, and languages as well as a field allocated for military expertise of the member if found.<br><br>In addition, there are fields for the virtual name, social status, country, age and other exceptional data that is not found in other documents like health condition if the member has any disease or injuries.<br><br>The document sheds light on what we mentioned in previous reports about Isis advanced classification and selection process in which abilities, skills, expertise of the new members are documented to incorporate the member in the suitable specialty.<br><br>Zaman al-Wasl in this report will only mention the data of the personal guard of the Azerbaijan president as it was written in the document. Another detailed report will follow regarding the content of the electronic document.<br><br></div><div><img></div><div><br><br><b>Officer</b><br><b></b><br>The document says the member called Abu Muhammed is from Azerbaijan, 26, married with one child, his health condition is good.<br><br>In the profession field, he is a personal guard of the president, speaks little English.<br><br>The document reveals in the military field that the personal guard of Azerbaijan president has served in the military of his country with the rank of an officer for one and a half years.<br><br>The notice field is empty. Often, the notice field proposes the best specialty in which the member is to be recruited either by his desire or expertise.<br><br><br><b>Overlap with Jihadist data</b><br><b></b><br><b></b><br>Since the electronic document does not mention the full name of the fighter, but only mentions his last name, Zaman al-Wasl reinvestigated Jihadist data documents to find any overlap in information of Abu Muhammed. <br><br>Zaman al-Wasl found that the man has entered Syria and recorded his data at the General borders administration affiliated with Isis- it equals immigration office- and it receives persons who want to join Isis and records their initial data in a unified sample under the name Jihadist data. The sample includes 23 fields.<br><br>Interestingly, in Jihadist data, there is the phrase “none” in the profession field of Abu Muhammed recorded data. We do not know why it is not mentioned that he is the personal guard of Azerbaijan president while recording his data at the border administration whereas it is written in the profession field in the data form was taken in the military camp prior to his entrance into the training camp.<br><br>It seems that Abu Muhammed did not provide all of his information at the beginning out of preservation and security reasons since Jihadist data document does mention if he was single or married and does not have any contact information. It is written that he does not want to contact anyone.<br><br></div><div></div><div><br><br>Jihadist data includes information of his real name (Zaman al-Wasl concealed it), mother’s name (Zaman al-Wasl concealed it), address information, entrance cross point (Jarabuls) and middleman (through Abu Muhammed al-Shimali), person who recommended him (Khalid al-Azeri), date of entrance (10 Ramadan1435 equals 8 July 2014).<br><br>He was recommended by Ameer al-Ra’ee. It should be noted that Jihadist data document says Abu Muhammed was born in 1985, so he was 29 when he was recruited whereas the electronic document says he is 26. It might be a typo as we found typos are common in Isis documents.<br><br>Also, the archive shows two other persons with the title of Abu Muhammed al-Azeri, but their information does not overlap with the electronic document.<br><br>Zaman al-Wasl huge archive of Isis documents reveal tens of fighters who joined Isis from Azerbaijan, one of Caucasus republics which was under Soviet Union before it gained independence. The president Haydar Aleef was succeeded by his son Ilham Aleef since 2003.<br><br>The Azeri occupy high positions in Isis such as Khalid al-Azeri who assumed the post of Emir al-Ra’ee. Al-Ra’ee is a strategic town in northern countryside of Aleppo and he is the same emir who recommended the personal guard of the Azeri president.<br><br>There is also Emir Muhammed al-Azeri whose name is repeated in the “exit leaves." 						<content:encoded><![CDATA[<div><font></font><br></div><div><font><br>(Zaman Al Wasl)- Zaman al-Wasl obtained documents that demonstrate it is likely the Mauritanian journalist Ishaq Mukhtar, Sky News Arabia correspondent and other journalists are detained in an Isis prison.<br><br>Documents show the name and description of the identity of security personnel and prison officer in Isis prison in which the detainee Ishaq Mukhtar who disappeared since October 2013 with his friend photographer in Sky News TV channel the Lebanese Sameer Kasab and a Syrian car driver are detained. They disappeared while on a journalist mission in Aleppo, according to Sky News channel.<br><br>Zaman al-Wasl after investigating its big archive of Isis documents, it identified the identity of investigators and direct officers of the prison where the journalists are detained as well as the names of security personnel who kidnapped them in Aleppo and they are from different nationalities.<br><br><div><img></div><br>A very valuable document indicates that the Mauritanian journalist and TV broadcaster in Aleppo channel, and journalist working for Orient are detained in three individual cells. The documents did not mention what happened to them.<br><br>The information points out it is likely the Orient journalist in Isis prison is Obaida Batal since he disappeared in similar circumstances to those of Sky News team.<br><br>Syrian Centre of Journalistic Freedoms affiliated to Syrian Journalists Association said that Obaida Batal disappeared with a team and broadcasting car they were taking on a journalist mission on 25 July 2013. There were no other information regarding the issue.<br><br>The documents revealed that Abu Muhammed al-Faransi- most likely of Moroccan origins living in France- is responsible for the prison in which the journalists are detained.<br><br>Al-Faransi is supervised by Abu Obaida al-Maghrebi which rumors said he was executed on treason charges but Zaman al-Wasl source shows otherwise.<br><br>The documents say Abu Obaida al-Maghrebi occupies the General Intelligence position in Isis. It is the apparatus responsible for prisons and detention centers. Any detention process is based on reports and information collected by agents and personnel in Isis controlled regions.<br>More information is in the piece below and it is from a report written by ex-prisoner (Salafist) detained at Isis. The report is classified as confidential to the body it is affiliated with.<br><br><div><img></div><br>Documents reveal other names amongst them is investigator Abu Haidar who torture the prisoners. He is a Syrian national and was detained by FSA. The documents say it is probable he was killed. There is also the name of Abu Maryam al-Iraqi, another investigator in Isis.<br><br><br>The documents are dated back to end of 2014. The “simple minded” form the majority of those joining Isis’s ranks. It is an acceptable percentage that may be necessary to maintain the balance of any entity, especially regarding certain positions and tasks that require somewhat older persons. Based on the documents, no persons above the age of 60 have joined Isis.<br><br>Regarding social status, married persons are around 30% of those joining Isis and bachelors are 70%. The hegemony of bachelors appears somewhat unusual and unfitting with the image the Isis presents of itself based on the principles of “al-Shara”, as its religious scholars have sought to identify various evidences from different texts that make marriage appealing and promote it. Concerning the juridical level of those joining, the numbers reveal that only 4.5% hold the level of “Talib el-Ilm.” <br><br><div><div><img></div><br></div><br><br><br>“Talib el-Ilm” is a title given to persons who are advanced in their study the Sharia sciences (Jurisprudential sciences). Some religious scholars give the title to themselves as a form of humility, or as an acknowledgement that no science can be known in its totality let alone that it is possible to know a tenth of the jurisprudential science. On the other hand, the “simple minded” holding a modest level of juridical knowledge or a weak knowledge hegemonize Isis’s ranks. <br><br><div></div><br><br>They are 73% whereas persons with average level of knowledge are around 22%. Isis’s standards for assessing the juridical level of new recruits is not known raising the question of whether the level is assigned based on the recruit’s self-assessment or there is an exam that Isis uses to identify the level before noting it in their records.<br><br>Regarding the “educational attainment,” around 60% of those joining Isis hold an average level of education (middle school and high school) whereas persons who have weak educational levels (elementary school or illiterate) are 10% of those joining. Around 30% of recruits are university students, and among them only (0.50%) hold higher education degrees… They represent Isis’s “elites” who run its finances, media, administration, oil sector, etc. 95% of the new recruits hold a recommendation certificate. Recommendation certificates are oral or written by someone trusted by Isis. Recommendations facilitate candidates’ entry into Isis and serve as testaments to the candidate’s eligibility, behavior, and manners. <br><br>Recommendations are considered a pillar in the work of Jihadist organizations generally, and Isis in particular, as they are a way to prevent any infiltrations which might lead to news leaks about Isis, its movements or leadership. Regarding specializations, they are divided mainly on the basis of fighter and martyr whereby 88% of those joining expressed their desire to be fighters (regular fighters or entrenched fighters), versus around 12% who registered as willing to execute suicide operation. <br><br>In reality, the 12% willing to execute suicide bombing operations is not a small percentage even though it is not a large percentage either, especially as taking the decision to end one’s life is difficult. This percentage is “preliminary” to some degree, and other members may choose it after fighting and their subjection to more “preaching”.<br><br>Regarding the previous military experience (Jihad), the category includes the question: “Have you participated in Jihad before, if so where?” The category reveals that 88% of those joining Isis have no prior military experience, they are qualified as “inexperienced” in military term. <br><br>Isis thus faces the task of preparing them physically, militarily, and ideologically before putting them into battle. This percentage is a burden on Isis as it is forces Isis to open more training camps and assign fighters training duties. documents confirm the use of social media and some of the aspects of its
investments in these platforms. These platforms help the organization survive
and expand; the slogan ISIS supporters and sympathizers use.</span></font></p><p><font><span><br></span></font></p><p><font><span>Zaman al-Wasl extracted a significant number of notes written in ISIS
documents which it extensively investigated. In particular, notes related to
ISIS dependence on “Twitter” and “Facebook” use to recruit members and connect
with them in addition to giving oral or written recommendation to facilitate
acceptance of individuals in the organization.</span></font></p><div><br></div><p><font>It is almost certain the organization would
not have expanded was not it for social media platforms; the fastest, most
spread and free platforms. More importantly, the platforms are less dangerous
when it comes to tracking and infiltration since endless virtual accounts for

al-Wasl, ISIS new joiner “Abu al-Abbas al-Janubi” gets a recommendation from
“Abu Waqqas al-Tunsi” via Twitter. The employee in ISIS borders administration
writes this piece of information in the document. This indicates that
recommendation done this way is accepted and may be official adopted in the
organization. <br></font></p><p><font><br></font></p>

<p><font>“Twitter” has a significant role in “Abu
Qudasa al-Dusi” joining the organization where “Turki al-Binaali” (one
prominent leaders in ISIS) recommends “al-Dusi”. Moreover, from thousands of
miles away from Syria, “Abu Latifa al-Kambudi” comes from the United States to
join ISIS using a recommendation from “Abu Dujaneh” whom he got to know via

computer engineer such as “Abu Latifa” who lives in a country where

<p><font>“Abu Latifa” is not the only one who came
from great distances, there is also “Abu Anwar al-Australi” (19) who joined
from Sydney. “Abu Anwar” might have appealed to Twitter and he found a listener

for ISIS men and sympathizer. Facebook takes a second place. For instance, “Abu
Ameer al-Kirimli” an Azeri coming from Crimea. He says he was able to join ISIS
via “Facebook” and “Contactive” by a message containing numbers for those
willing to join the organization. Abu Ameer contacted the persons and came to
Syria through Istanbul where he stayed in the streets for two days.</font></p><p><font><br></font></p>

<p><font><b>Closing Accounts</b></font></p><p><font><b><br></b></font></p>

<p><font>“Twitter” website announced two months ago
closing more than 125 thousand accounts in the middle of 2015 on the basis the
accounts “contained threats and promoting terrorist actions”. Twitter clarified
the closing campaign mainly targeted accounts promoting Islamic State.</font></p><p><font><br></font></p>

<p><font>Twitter in an official statement condemned
“exploiting Twitter to promote terrorism”. The statement adds that Twitter

						<content:encoded><![CDATA[<div><font>Writing by Ethar Abdul Haq<br><br>(Zaman Al Wasl)- Almost half of European jihadists joined Islamic State between 2013-2014 had returned to their countries, new leaked data obtained by Zaman al-Wasl shows.<br><br>In addition to about 2000 registration forms of ISIS fighters, Zaman al-Wasl obtained last December, hundreds more of leave and exit permissions for fighters from over 50 countries who left the group without return or just took a short vacation to bring wife or money or get treated.<br></font><font><font><br>Saudis and Tunisians were on the top leave requests for Arabs while French were on the top for the Europeans.<br><br></font>40% of the foreign jihadists who granted exit permissions were -consecutively- from&nbsp;&nbsp; from France, Germany, Britain, Belgium, Sweden, Denmark and Spain.<br><br>According to Zaman data analysis, many Europeans invented fake reasons to leave ISIS while others of them who left but their destination was not&nbsp; their original country.<br><br><div><img></div><br><br>The irony, some exit leaves showed that ISIS, itself, had conditioned on some fighters to not return to it. ISIS threatened those members of expulsion or detention if they return.<br><br>Exit leaves have confirmed the credibility of 1736 documents that issued by the groups' General Directorate of Borders. <br><br>The names and information mentioned in the leave samples match those in the ‘jihadist data’ as Zaman al-Wasl investigated.<br><br></font><font><br></font><font><font><font><font>122 documents of fighters from around

The organization writes on new members’ leaves the term ’trainee’ inside the field ‘workplace’ and ‘specialty’ field.<br><br>In the ‘reason of exit’ leave, the clerk who filled the sample writes the pretext proposed by the member to get a leave or exit leave. Sometimes it is common reasons like bringing family (wife), bringing money, healthcare, family circumstances or problems, break, marriage, work and others.<br><br>Sometimes, there are uncommon reasons and might be strange like what we came across in some documents. I am supposed to start with a news piece or an opening to inform audience of the ‘contents’. It would show the importance of this file and the shock it might cause around the world as the audience sees their legacy collapsing by thieves and demagogic from all over the world.<br><br>I was supposed to follow my journalistic streak, but Palmyra and pictures of Palmyra overcame me. Palmyra the place that renders history in its hands and school is being violated against by those who came from outside history and challenged humanity together while exchanging roles of destruction by theft, destruction, and trading, and ignorants who do not have an idea what they are stepping on.<br><br>The Palmyra we know is not Palmyra anymore to say the least given the pictures and reports. Humanity does not imagine a world without Paris, London or New York. It even cannot imagine Paris without Eiffel, or London without Big Ben. This humanity has to envision a world without Palmyra if its conscious allowed it. You can imagine the form of this world.<br><br>I was stubbornly arguing that Palmyra is able to challenge the lowest of thieves and the most barbaric creatures. It will induce terror in hearts as they touch it. But I was deceived. It was a mirage. The only picture revealed is a scene for a nation of history and ruins standing by itself underground and over ground and was thrown for a long time in neglect before barbarism laid hands on it by picks, shells, and hammers breaking, grubbing and shelling.<br><br>Palmyra was never Syrian except for its geographical location. This city and since its birth was a common property of humanity because it summarized history of human civilization, human arts, and humans’ passion for creativity. Palmyra the destroyed city today along with its ruins is still a common human property and saving what is left of Palmyra is a common human responsibility.<br><br>We will reveal thousands of pictures very soon. We will tell tens of witnesses, and publish what we can of official reports through ‘Zaman al-Wasl’ which will present extremely bitter file to the whole world. Yes, mortality is hard and bitter. Also, Islamic State issued fake passports and semi fake ones. <br><br>The fake passport issue will last for years to come, and it will be a real preoccupation that bothers every authority which undertakes under its specialty to chase and track down the ‘terrorists’ and ‘extremists.’<br><br>The fake passport issue was present in most squares of cities which witnessed explosion attacks around the world in the recent past. The statement ‘a fake passport’ is repeated in documents of Islamic state fighters in a noticeable way that leads to believe using fake documents is very frequent for those who want to join the ranks of Islamic state. On the other hand, it is an ‘acceptable’ behavior and ‘confessor’ by the organization whose followers and supporters prefer to call it a ‘caliphate state’.<br><br></font><br><font><b>Related Stories<br></b><br>
