Regime to storm al-Waer neighborhood of rebels 'not get out': residents

(Zaman al-Wasl)- Syria's regime has threatened to bomb al-Waer neighborhood of central Homs city and to escalate military operations if the local negotiation committee did not agree to give in a batch of fighters in exchange of 140 detainees in the Central Prison, local sources told Zaman al-Wasl.

Regime threatened explicitly al-Waer negotiations committee, last rebel stronghold in the city of Homs. The committee formerly proposed exchanging rebels for 1500 detainee in Seydnaya Prison whereas regime proposed exchanging 300 hundred detainees in exchange of the rebels, a well-informed source said.

The regime did not commit to the second phase of the ceasefire which is to release the detainees; it only will commit to reveal names of detainees in the list the committee sent to the regime including 7350 detainees.

The ceasefire between rebels and Assad regime was signed in December 2015 and included ceasefire, entry of food and medical items, breaking the siege and exit of rebels.

In terms of the second phase, the regime has to release detainees and rebels surrendering weapons. In the third phase, the rebels continue to surrender weapons and exit al-Waer while the regime release more groups of detainees.

The clauses of the deal also include a clause saying the two parties has to do their part in the deal to be able to advance in implementation from one phase to another.

The detainees file is considered the most complex one in the clauses of the ceasefire. The locals demonstrated against the regime for the release of detainees and the regime responded with tightened blockade on the neighborhood. (Translation by Rana Abdul)
