Regime seeks truce in besieged town of Moadamiyet al Sham

(Eqtsad)- A new reconciliation deal between rebels and regime is undergoing in besieged town of Moadamiyet al-Sham near Damascus, well-informed sources said.

According to the sources, the deal is being facilitated by prominent figures with the regime. These figures are mediators between regime and leaders of rebel factions in the city. The regime proposed an 11 clause paper about the reconciliation and regime.

The sources added that mediators are putting a lot of efforts to resolve the situation in Moadamiyet in light of the hunger crisis affecting the 30,000 people and their resentment especially Ramadan is very close.

The regime is imposing 'facto policy' on city rebels. The regime told the mediators it is the last chance for you! Threatening of closing al-Moadamiyet off and forgetting it until further notice.


-Four clauses-


The reconciliation paper includes 11 clauses of which the regime demanded the implementation of the first four as a condition to sit on the negotiation tables to discuss the other clauses.

The sources said these clauses focus on security information related to military situation of the city like the number of tunnels dug on front lines and recording the number of weapons in addition to list of the fighters who want a settlement and another list of those who reject it.

The paper demands in the fourth clause the rebels’ acceptance of negotiations with more than one security branch and not only with the Fourth Military Division only.
Eqtsad obtained information stating these demands were discussed during a meeting with prominent figures in the city where everyone had shown initial consent.
Other clauses
The paper also includes more clauses related to control of weaponry, formation of popular committee and mutual checkpoints on outskirts of the city, entrance of state institution and in turn the regime opens the city fully and enter services to it.

The paper says the regime will let fighters who reject the settlement outside the city. It should be noted that these clauses were presented for discussion if the two parties sit on the negotiation table.

Despite the population excitement, some seemed skeptical of the reconciliation considering it was proposed to calm people down. A big segment of civilians in the city were relieved while rebel factions gave initial consent.

Maher, 29, said to Eqtsad, “I think this paper reflects the terrible situation in Moadamiyet after its separation from sister city Daraya. The unification of the two cities gave them double strength.”

Imaad, 35, explained, “wait for a few days and you will see people dead in streets. The hunger has no mercy brother. There is no food left and nothing left at all.”

Sheikh (Y, H) said in a meeting after Friday prayers, “the situation is very bad and we know the regime’s demands are extremely difficult. However, the rebels have to compromise for the sake of thousands of civilians who suffer worst types of punishment.”

Um Ram, 27, added, “they want to suck people’s anger and resentment. It is not the first time they talk about a reconciliation and about opening the city. But since Ramadan is near and especially there is not much food, they are trying to calm us down by doing this.”
