UN responsible for regime’s siege on al-Waer, agreement breached: negotiation committee

(Zaman Al Wasl)- The negotiation committee of al-Waer neighbourhood, the last stronghold of the revolution in Homs, has announced that the future of the neighbourhood is unknown, amid severe siege by a regime who has no moral or religious deterrent. The committee confirmed that they would save no chance to alleviate the tragedy people live under and protect their lives. 

The committee explained the new development of events in the neighbourhood, especially after the regime broken  its commitment with the March, 10th agreement and resume the siege over al-Waer because the committee refused the part related to the detainees and releasing them.

The statement issued by the negotiation committee detailed that the neighbourhood  was targeted with heavy arms and explosive barrels by the regime, then the regime requested an urgent meeting to talk about calming down the conflict  and secure the essential needs of the people in the neighbourhood. 

“however, after the meeting held a day after in the automatic bakery,  members of the committee were arrested and transferred to the security branch. Then the regime demanded releasing the 15 members held in al-Bar hospital to release the committee members, the military formation agreed and the decision was verified by the Sharea body.

The committee’s statement considered that the regime has burnt all its boats for negotiation in al-Waer neighbourhood, and it would be difficult to obtain credibility in future, confirming that all breached one by the regime are the responsibility of the united nations and the office of Staffan De Mistura, the U.N envoy to Syria, because they ignored the regime’s breaches and did not do any action as an observer  for the agreement. 

In a relevant content, institutions of the neighbourhood have signed on a statement about the role of the United Nations in the neighbourhood, as they promised of many projects after the agreement with the regime 6 months ago, with job opportunity, humanitarian support and service projects, but nothing was done, even the UN has not explained the reasons behind cancelling the projects.

The institutions added: “ the UN has gone along with the regime and many times they stopped essential aid to the neighbourhood and allowed only small amount of support each time”. 

Moreover, the statement of institutions of Liberated Homs city council, Humanitarian and relief societies and  organisations, medical committees an offices said that the UN has not issued any comment on the deterioration of the humanitarian situation in al-Waer and the reason behind preventing aid from entering the neighbourhood despite the frequent demands.

The statement appealed to the bodies and authorities responsible for figures who suppose to look after al-Waer to resume their duties and requested the offices and institutions of the UN to respond more promptly to urgent needs, beside announcing the responsible about besieging the neighbourhood and preventing aid an support from getting inside. 

 Eye witnesses have reported that on Wednesday convoys of the Syrian Red Crescent have entered al-Waer of 100 thousand people, and provided children milk, nappies, 5 thousand bags of bread, and confirmed that electricity was partially  connected.

In the beginning of December 2015, an agreement between the regime and the negotiation committee was reached to and included many points, the most importantly was ceasing fire and allowing the food and medical aid to enter the neighbourhood, and release siege and letting wounded and patients to leave the al-Waer for treatment, added to freeing more detainees. 

The agreement  conditioned that each step needs to be finalised before moving to the next one.
