Secondary propaganda minister
Ali Binali has a brother called Turki and nicknamed Abu Sufyan al-Salami a prominent and highly influential leader in ISIS. His name was mentioned in the ISIS archive owned by Zaman al-Wasl under the name Turki Mubarek Abudllah al-Binali, born on 03/09/1984.
Turki was former teacher and worked later as a perfume trader. His religious education is a student of knowledge and it is an expression used humbly to say the person is well-knowledgeable in religious sciences.
In the beginning of 2015, the Baharani Government issued a decree to withdraw citizenship off 72 Bahraini citizens including Turki and his two siblings under charges of belonging to “extremist groups”.
Turki was known to apostasies anyone who would oppose him or criticize ISIS and that probably explains why he go to a senior leadership post in ISIS.
He is considered the first ISIS man in Bahrain and it is said he recruited all Bahrani joiners of ISIS. Also, he is known to have more than one title including Abu Humam al-Athari who pushed and promoted the caliphate state and the necessity to pledge allegiance to al-Baghdadi as the caliphate. He appeared in a footage lecturing a crowd of people about pledging allegiance to the emir of ISIS, al-Baghdadi.
The supporters of Turki Binali say he studied in Islamic and Arabic Studies Faculty in Dubai for a year and a half before he was arrested by the authorities and deported to his country, Bahrain.
Turki finished his religious education in Imam al-Awzaee Faculty in Beirut Lebanon and he studies as well in Sharia Institute in Bahrain.
In conclusion, Turki al-Binali is considered one of the authorized persons for Sharia affairs in ISIS, he was several outputs and commentary in many issues in which he defends his tendencies and choices of apostatizing others before joining ISIS. He has also other commentary to promote al-Baghadadi describing his as the caliphate of believers.
Taking his announcements into consideration since the declaration of the caliphate state, the man is considered a secondary propaganda minister to his colleague al-Adnani. Al-Binali wrote a treatise entitled “stretching hands to pledge allegiance to Baghdadi” and another one entitled, “informing comers and goers of the virtues of al-Baghadi”. There is no doubt the titles of the two treatises speak for the content.

What is more interesting in the ISIS archive is the mentioning of another brother of Turki in addition to Ali who was killed two days ago.
The archive reveals there is a step brother for both Turki and Ali who joined ISIS. His name is Mohamed and nicknamed Abu al-Fida. According to his recruitment form, he was born in 1992 and he provided two emergency contacts; one of them belongs to his father, Mubarek. The document gives the jihadists who want to join ISIS the choice of profession, what does he want to be: a suicide bomber, a martyr, a fighter, or an administrative worker. And many of the people who join the Islamic State as administrative workers have degrees in engineering, computers and many strong majors.
