(Zaman Al Wasl)- Regime intelligence directed a letter of reassurance to the Jews that their properties in Syria are protected and that their return to them is possible and there are no obstacles preventing that as was included in a telegram signed by the military intelligence (271 branch).
The document is from the year 2006, demonstrating the degree of regime care to polish its image amidst the Jews, his dedication to follow through their affairs, while doing nothing to indicate that he opposes their return or seeks to take over their properties.

The document indicates at its beginning that Jerusalem witnessed a “international conference about commencing a project to document the heritage and property of Jewish people in Arab countries.”
And continues, “the conference launching once more after the lack of budget, and aims at documenting writing, video recordings, recorded online, and the properties that Jews left behind them.”
After this introduction, the document indicated the presence of American tourists posing questions about the situation of Jewish properties in Syria, for it to then reach the heart of the matter of the legal instructions to follow the issue with care, and that the issue not cause any hindrances for tourism in Syria with the need to inform anyone asking about the Jewish concerns that “there is nothing preventing the return of Jews to their secured homes and properties.”
Without a doubt that document’s content cannot be a study nor the personal opinion of the head of the branch 271 (the military intelligence branch in Idlib). It cannot even be an opinion or directive from the intelligence division himself, as the Jewish file and relations with them is one of the most sensitive files for the regime. No on may issue a decision or distribute a memorandum without returning to the authority Bashar al-Assad who handles this file personally as his father Hafez did before him.

The memorandum of 2006 mentions two other secret documents which Zaman al-Wasl has published as part of its internal documents archive which are from the end of 2013.
The documents revealed the existence of what is called “Council to manage the properties of absent Jews” and “The High Committee for Jewish Affairs.” The documents presented two properties within Damascus (in the areas of al-Qassaa and Shagur) clarifying that the properties have been emptied and handed over at first to the Council that manages Jewish properties after which they were handed over to the committee solely.
