Assad to modify conscription laws as thousands escape military service

(Zaman Al Wasl)- The Syrian regime is preparing plans to modify the law of mandatory military service after 6 years of issuance, it is expected to harden conditions over young men and make extremely difficult to get out of the country.

The law of mandatory service was issued in 2007 according to the decree 30. It included 126 articles almost covered all details of the military service.

Bashar al-Assad had made two modifications on the military service during the last two years especially on the two articles 48 and 49.

Article 48 details conditions for travelling of males age between 18 and 42 , as they need a permission from the General Directorate of Recruitment. The permission is subject to a guarantee either financial, property, commercial, agricultural or a guarantee of an officer, employee or a first degrees permanent worker.

Article 49 mentioned exemption categories from providing the guarantee, however they are required to obtain a permission of the General Directorate of Recruitment before leaving Syria.

Bashar al-Assad has minimised groups eligible for exemption from the guarantee especially for the two biggest groups: who had finished the military service and the retired, which reflects the regime’s attempts to harden conditions for young men in leaving the country and plans to conscript them in the war in future.

It is clear that the regime is planning to keep men inside the country to recruit them on the army, which had suffered of huge manpower depletion in the 5-years-war.
Zaman al-Wasl had published leaked documents showed half a million names of young men wanted for mandatory and reserve military service.

Almost two thirds of wanted men were from Damascus and Aleppo at almost 96 thousand men wanted from Damascus and 65 thousand from Aleppo.

Province of Homs was the second in the number of wanted men at 73 thousand, between Damascus and Aleppo.

The countryside of Damascus and Hama have almost equal numbers of men wanted for military service at almost 47 thousand each province.

42 thousand men were wanted from Hasaka and 37 thousand from Daraa.
The rest of wanted men are from the rest provinces, 17 thousands from Latakia, 4 thousand from Idlib province.
