(Zaman Al Wasl)- A member of the negotiation committee in al-Waer neighborhood in central Homs city revealed the committee agreed preliminary with the Syrian regime to return to old truce clauses.
A well-informed source from the neighborhood told Zaman al-Wasl, the member of the committee during a talk in front of al-Waer residents revealed about numbers confirming change in truce clauses signed last December.
The source reported the member said the ceasefire clause will be activated and exit of 300 rebel batch in exchange of release of 140-200 detainees and opening roads to al-Waer to enter foot items.
The committee representative did not set a date for the rebels’ exit but most likely it would be during Eid.
This came in conjunction with a statement released by revolutionary actors in the neighborhood, the last Syrian resistance stronghold in Homs, announced that the negotiations committee is the only party authorized to negotiate representing the neighborhood that hosts around 100000 besieged civilians.
Activists had circulated that the regime proposition to the committee in al-Waer aims to empty al-Waer from its residents to continue forced displacement scheme.
The mentioned proposition includes what the committee member said about the rebels’ number to exit the neighborhood and the detainees to be released by regime.
The negotiation committee and al-Waer neighborhood administration had released a statement in which they invited the UN envoy to Syria Steffan De Mistura and Human Rights Committee in the UN to pressure Assad regime to stop military operations which aim to change the demographics of Homs city through forced displacement scheme.
The statement clarified, “the big military escalation of regime forces is accompanied by threats demanding exit of fighters and their families from al-Waer neighborhood.” This pushed to families fled of the neighborhood escaping vengeful acts by regime militias like what happened in other neighborhoods in Homs during 2013, 2014 and in Qazhal village in Homs countryside in July after several village residents who wanted to stay were executed by Syrian National Defense militia and al-Rida Shiite Brigade.f
