PYD-linked council to count population number in Kurdish areas, step before federal state

(Zaman Al Wasl)- The Regulatory Authority of the Rojava “Syria’s Kurdistan” has with cooperation with Syria’s Democratic council announced launching a census for people living in areas under their their control in Northern Syria. 

A statement published over media of the Democratic Union Party (PYD), announced that Monday, September 19, would be a census for counting the number of people, age groups, who is eligible for voting, social status, level of education, unemployment, disability, displacement status in the areas under their control. 

The statement added that a central supervising and executive committee has been established, with other sub-committees for the same purposes. The central committee had already held many meeting and workshops to introduce census and train teachers how to fill in the information and deal with the process of census. The statement divided the process onto 3 stages: a preparatory stage, field work and collecting information, and finally electronically collation data. 

The statement mentioned that census would rely on official documents for families in first place, the unregistered people's files, number of supply cards for non-Syrians, as one day would be allocated for each city as curfew would be enforces, extendable for a half day in case of emergency that delayed ending the counting.

The PYD statement announced the day of census as a day-off work besides ceasing movement of vehicles and the market for the whole day. The first launch of the project would be in Tal-Hamis, Rmilan, Mabada, Jawadiyah, al-Qobor al-bid and yarubiyah in the countryside of Hasaka. 

Activist Malaz al-Yusuf confirmed that People’s Protection Units (YPG), the military arm of PYD has announced this Monday, September 19, as a curfew in Southern and Eastern countryside of Qamishli in order to finish the census, as a preparatory stage for referendum about the Federation. 

AL-Yusuf mentioned that the Kurdish Administration has designated volunteers at the secondary school level of education for participating in census process, and they are the same applicants who were admitted for teachers’ rehabilitation courses. The activist mentioned to Zaman AL Wasl that volunteers would be distributed over the villages in most areas of the province, and they would count residents according to the family book. 

Kurdish Self Administration with its allies had March, 2016 announced the Federal Democratic document in Northern Syria after a meeting for two days in March 16-17 in the city of Rmilan, in which the co- presidency was elected besides the Regulatory Authority that consists of 31 members, which is going to form a political, social and legal vision for the federation. 

The Democratic Union Party (PYD) had 2014 announced foundation of the Self-Administration that had it own security, military forces, besides courts and other institutions similar to state’s ones in three areas: Efrin, Ain al-Arab and al-Jazeera northern Hasaka, which known as Rojava, that was kept safe from the regime bombing since.
