Syrian warplanes dropped 13,000 Barrel Bombs on civilians since Oct. 2015: monitor

Almost 13 thousand Barrel Bombs since the Russian Intervention

(Zaman Al Wasl)- More than 658 barrel bombs were dropped from the regime’s helicopters, resulted in killing 71 civilians including 15 children and 9 women in September 2016.

The UK- based Syrian Network of Human Rights (SNHR) has published its monthly report in regard to barrel bombs, that described the barrel bomb as a distinctively indiscriminate weapon with huge destructive impact, the barrel bomb doesn’t only kill civilians but also terrorizes and displaces residents in light of the destruction it creates.

The report indicated that dropping barrel bombs from warplanes in this savage and primitive manner could reach to a war crime, as each barrel bomb dropped is considered a war crime.

The report noted that barrel bombs were distinctly used by the regime forces for the first time on Monday 1 October 2012 against the residents of Salqein town in Idlib governorate, which are locally-made weapon and used by government forces due to the fact that it is costs notably less than missiles and it has a huge destructive impact.
Because barrel bombs are distinctively indiscriminate weapon, civilians made 99% of the victims killed by them, and the percentage of women and children victims varies between 12% to 35% in some cases.

The report documented that 13024 barrel bombs by government forces helicopters since the beginning of the Russian intervention.

The report counted that 658 barrel bombs were dropped in September 2016, most of which were dropped in Damascus suburbs and Aleppo, followed by Hama and then Idlib, killing 71 civilians including 15 children and 9 women.

The bombardment damaged more than 4 hospitals and other vital facilities.
The report emphasizes that the Syrian government has, beyond any doubt, violated Security Council Resolution 2139, and used barrel bombs in a widespread and systematic manner. Moreover, it violated Article 7 of the Rome Stature, besides the Syrian regime violated many rules of the international humanitarian law by perpetrating tens of crimes that amount to war crimes which manifested in the indiscriminate and random bombardment that was also disproportionate due to the use of excessive force.

The report calls on the Security Council to insure the serious implementation of its Resolutions. These Resolutions have become merely words and, thus, the Security Council has lost all of its credibility and purpose.

Added to that, the report demanded that an arms ban should be imposed on the Syrian regime and all those who are supplying them with fund and weapon should be prosecuted considering the risk that these weapons might be used to commit crimes and serious violations of human rights.
