French President Francois Hollande called Tuesday on the U.S.-led coalition backing the offensive against ISIS in Mosul to prepare for the aftermath of the city's fall, including returning extremists.
"The recapture is not an end in itself. We must already anticipate the consequences of the fall of Mosul," he told a meeting of coalition defense chiefs in Paris, warning notably about the return home of foreign extremists from the battlefield.
