(Zaman Al Wasl)- The besieged neighborhood of al-Waer in Homs city on Tuesday has witnessed a careful calmness in the first day of the truce, activists said.
Residents from inside the neighborhood told Zaman al-Wasl that life in besieged al-Waer is still semi-paralyzed as residents are still living in shelters and low floors in building as well as in schools. Stores have been closed for 13 days in a row.
Zaman al-Wasl reporter in Homs reported from close sources to negotiations committee in the neighborhood saying that the committee presented to a Russian delegate a copy of the agreement signed with the regime last year and explained how it was violated several times and how regime tried in the past days by targeting the neighborhood with heavy weapons to start a disorder in the neighborhood by pressuring besieged civilians to resolve the most important clause in the agreement and that is releasing all detainees.
On Monday, al-Waer Committee met with a Russian delegate headed by officer Andre where they met in the administrative building of the state bakery in the outskirts of al-Waer. The meeting lasted two hours.
Sources confirmed to Zaman al-Wasl that Russian officer promised to ceasefire for 5 days and to hold sessions next week to discuss the clauses’ problem which have not been implemented in al-Waer agreement.
Residents from al-Waer said the likelihood that regime transferred Iqab Abbas the head of State Security in Homs and security official of al-Waer is due to facilitate al-Waer agreement and in direct recommendation from Russian Hemiemem base delegate in Homs province.
The regime appointed brigadier-general Ibrahim Darwish who was transferred from State Security branch in Hama to take the place of Abbas who was transferred to Daraa.
Besieged al-Waer neighborhood known officially as “new Homs” has been bombed in the past 13 days with 70 elephant rockets and 120 mortars and 100 bomb of 57 titer and 60 internationally-prohibited Napalm in addition to 200 tank shells and heavy artillery.
At least 20 people have been killed by the bombings and more than 100 injured. 20 injured are in a critical condition and 15 are suffering burns with Napalm. 9 injured are from Civil Defense team.
During the bombing campaign, regime forces and allied sectarian militias targeted a grouping of the displaced supervised by UN in addition to targeting the medical center and al-Bir Hospital. More than 10 buildings have completely been downed and population have lived difficult days of fear and panic in shelters and basement accompanied by complete absence of life.
