(Zaman Al Wasl)- Local military source in Qalamoon region west of the Damascus said undeclared negotiations had been started since a month between Lebanese Hezbollah militia and Saraya Ahl al-Sham rebel faction to halt fighting at the Syrian-Lebanese borders.
The draft of the agreement states that Ahl al-Sham is the only party to negotiate with Hezbollah regarding return of Qalmoon population to their areas.
The areas to which people can return are Rankus, Assal al-Ward, Yabrud, Bakhaa, Jabadeen, Hush Arab, Ras al-Ayn, al-Maraa, al-Sahl, Jarajeer, and Faleta whereas Hezboolah stays in al-Nabek, Qara, Deir Attiye, and al-Qastal.
The agreement indicates that population return will be implemented after people’s names are filed to regime to get amnesty and the agreement considers regime amnesty a main condition to their return.
The fifth clause of the agreement draft states that Saraya Ahl al-Sham can return with their light weapons to the mentioned areas. Whoever is named after Syrian opposition should surrender heavy weapons. Young men aged between 18 and 40 should submit to military service within Saraya Ahl al-Sham including defects from the army or those who escaped conscription from regime within Ahl al-Sham sphere of influence.
Regime and Hezbollah will not be stationed in Ahl al-Sham controlled areas. Ahl al-Sham will be running its controlled areas. They have to control weapons under their administration and will form a committee with Hezbollah and prominent figures to solve present problems with the National Defense personnel form Qalamoon, issue new IDs and reactivate government services in the areas.
Draft says to open all cross points toward Lebanese soil to the west except for Irsal whose entrance is permitted by Lebanese Army. According to the source, the guarantor of the agreement is Hezbollah.
The agreement draft leaked among Syrian camps in Lebanon sparked controversy since some saw it as an opportunity to return home amid refugee conditions that are not getting better. Others saw it as Hezbollah drag to the only FSA representative in western Qalamoon, adjacent to the Lebanese borders in order to besiege FSA in those areas.
Al-Qusayir area population still expect to see outcomes of the agreement which excluded them.
