The next stage of elections will be held in Kurdish-held areas in northern Syria on December 1.
Over 30 parties and entities will participate in the elections of representatives for local councils, Ibrahim Ibrahim, a spokesperson for the PYD, the dominant party in the Kurdish enclave, told Reuters.
Nearly 6,000 people have registered to run across the three regions making up the semi-autonomous region, according to local media.
This is the second of three votes. The first, on September 22 saw 70 percent as voters selected leaders for 3,700 communes. A third election will be held in January to create a Northern Syria Democratic parliament.
The Kurdish administration wants to establish a federal formula within Syria. Damascus has so far rejected the region.
