Regime admits decreasing of sovereignty areas: leaked document

In a rare document, regime’s ministry of interior has admitted the reality-based situation in Syria, which underlines regime's huge loss of sovereignty and land under the name of "the shrinking of geographical areas"!

The main subject of the document has nothing to do with identifying ratios of areas out of regime’s control, but it focuses on displaying the results of a study of the financial needs of all governorates amid the rise of gasoline prices which reached 30 SP.

However, this document acknowledges indirectly rebels’ control over large areas in six governorates out of 12, according to the study.

The study which was prepared mid-2013, has divided the governorates that need compensation into 3 sections, a section that requires huge compensation amounts, and that includes the “safe areas” which are almost a regime-controlled areas such as (Damascus, Tartous, Lattakia, Sweida)

The second section requires small amounts of compensation like in (Damascus suburbs, Quneitra), and the third section doesn’t require any financial compensation, as in the cities of Aleppo, Idlib, Hama, Homs, Al-Hasakah, Daraa.

Noting that this document hasn’t mentioned “ Raqqa” the city that the regime has lost its grip on it, with the exception of some military fragmented troops, that are not worth mentioning considering the vast area of Raqqa.

The striking thing in this distribution which showed territorial control mid-2013 (the date of the document), is that it’s similar to a large extent to the reality conveyed by rebels and activists, which has been denied always by a regime struggling to hold itself together.

In this exclusive document obtained by Zaman Al Wasl, the proof is provided in the study that presented the six governorates and justified the lack of need for financial compensation, where it says: " geographic areas are shrinking in these governorates because many areas and facilities are out of service and limited only to the center of the city, making it among the 3 main reasons that led to abundance in fuel quantities that covered prices differences.

The truth of the matter is that the document presents important numbers of mechanisms, fuel consumption among police headquarters, in addition to the amounts of money spent.

The recognition of regime’s territorial loss is the most important axis in this document, at least from our point of view, and this document is considered rare because of its acknowledgment which is based on a formal study and findings presented in a formal letter and directed to regime’s Minister of Interior.
