Russia to broker new 'reconciliation' deal in southern Syria

Russia seeks to broker a new reconciliation deal in southern Daraa province as the former deal that reached 30 months ago has come under constant violations by regime forces threatening to renew fighting in the cradle of the Syrian revolution.

Sources told Zaman al-Wasl that a meeting took place last week in the governor building in Daraa city between Russian army officers and former rebel commanders, aiming at reaching a new settlement in southern Syria.

The talks focused on discussing many points, the most important of which is "not pursuing the wanted people in the regime, and removing the names of those who are behind the compulsory and reserve service from the lists found on the regime’s barriers in the region", according to what was mentioned by Horan Free media, which revealed that most of the western region villages made new settlements recently but the eastern villages, in addition to the town of Daraa, are awaiting a new settlement.

According to the Horan Free media, those wanted by the security branches of the regime will be removed from all branches, while former dissidents will be given a deadline to join their military sectors within 6 days without being forced to do so, indicating that in case of failure, the dissident will be issued what the regime calls "an escape report".

The Horan Free media emphasized that the new settlement is a version similar to the 2018 settlement, except that what is new about it is the presence of a judge on the side of the regime, whose task is to distribute new settlement papers sealed by the Ministry of Justice, which authorizes its holder to move at the checkpoints without the owner being prosecuted by the regime and with a "Russian" guarantee. .

The Horan Free media stressed that sharp differences between the regime's officers appeared after the storming of the "Al-Nakhla" area in the vicinity of Daraa al-Balad. The head of the security committee in the province, Maj. Gen Hussam Luqa, demanded that Daraa enter the country and some areas in the western countryside of the governorate, under the pretext of the presence of armed groups there.

On the other hand, Maj. Gen Ali Mahmoud of the rank of the the elite Fourth Armored Division confirmed that the "Palm" area and its surrounding areas were free of any armed groups, which prompted the Russians to intervene in order to calm down and ensure that there was no escalation.

He considered that what Russia is doing through new settlements or communicating with the people of the region is to throw the ashes of the revolution in the eyes of opponents of the regime, with the aim of ensuring that no demonstrations or military actions take place against the regime, and that it will fully control the region later.
