Four months since regime decided to convert in-kind subsidy to cash, When will be implemented?

More than four months have passed since the previous regime government announced the conversion of in-kind support to financial support for bread, which asked citizens to open bank accounts within a period of three months, suggesting that cash support would be transferred at the end of this period, but the decision has not been implemented yet.



Many economists and experts, speaking to the pro-regime magazine "Al-Eqtisadiah", expressed their lack of knowledge of the date on which the government would begin implementing the decision, indicating that most likely, the government is still in the stage of collecting data and providing the cash mass that must be transferred to those who deserve support.



Member of the Damascus Chamber of Commerce, Muhammad Al-Hallaq, believed that the date for starting the transfer of cash support to financial liquidity is related to the issue of completing the data and linking it to banks in order for all those entitled to receive their entitlements.



Al-Hallaq pointed out that there are many things that must accompany the transfer process, the most important of which are awareness and follow-up whenever possible, and it is preferable for the transfers to be weekly rather than monthly so that they are not spent in ways other than the desired spending.



He added that the advantages of converting into cash liquidity are that it will reduce corruption and waste, due to giving each person entitled a support amount, and the prices of subsidized materials (production inputs and product outputs) will be fully liberalized, and thus each producer will obtain production requirements of fuel, flour, etc., as much as he needs and no more than he needs.



The member of the Damascus Chamber of Commerce pointed out that the savings achieved by converting in-kind support into financial support through cash liquidity must be reflected in increasing salaries and trying to reduce inflation and reduce the exchange rate as much as possible, as it is an important trilogy that must be worked on in every detail in a different way in order to create balance and secure needs at the lowest prices.


Some 7.2 million people have sought refuge from the fighting inside Syria while millions more have fled the country.


The United Nations has said that this year 16.7 million people in Syria will require some type of humanitarian assistance or protection -- the largest number since the conflict erupted in 2011.


About 90 percent of Syrians live in poverty, according to UN figures.
