Wasting oil revenues: Homs, Banias refineries

Six hundred billion Syrian pounds vanished from the budgets of the Homs and Banias refineries between 2022 and 2023 as a result of smuggling operations involving petroleum derivatives (VGO) in which the "Jerusalem Brigade," affiliated with the former regime, was implicated.

Despite the enormity of the sum, the Syrian Petroleum Company refrained from launching a transparent investigation or filing lawsuits to recover the stolen funds. A network of traders and brokers who exploited VGO to smuggle fuel was involved in the case, and some of them continue their business activities with impunity.

The value of the missing funds is equivalent to the service budgets of thousands of Syrian families suffering from a deteriorating standard of living.
