President al-Sharaa refers 54 judges to the Supreme Judicial Council for investigation: Document

President Ahmad al-Sharaa issued a decree referring 54 judges from Aleppo Governorate to the Supreme Judicial Council for trial on charges of legal errors and violations detailed in a report issued by the Judicial Inspection Department.

Decree No. (72) of 2026 – which has not been officially published, though Zaman al-Wasl obtained a copy – states that the decision is based on the Judicial Authority Law and the Basic Civil Service Law, in addition to Judicial Inspection Report No. (196/T/Q/2026).



List of Accused

The decree, signed by President Ahmad al-Sharaa, includes the names of 51 judges who held various positions in the Aleppo judiciary, including public prosecutors, investigating judges, advisors in criminal and appeals courts, and judges in civil and magistrates' courts.

Among the most prominent names are:

- Hussein Ahmad Shukri Sheikh Zeinel – Advisor to the First Misdemeanor Appeals Court and former head of a criminal court.

- Muhammad Maher Muhammad Shiha – Judge.

- Abdul Hanan Murad Haj Abdo – Public Prosecutor.

- Nasrallah Mustafa al-Amin – Second Investigating Judge in al-Safira.

- Samer Hassan Baraka – Second Investigating Judge and Financial Judge.

Disciplinary Procedures

Article 1 of the decree stipulates that all the aforementioned judges be referred to the Supreme Judicial Council "to be tried for legal errors and violations." Article 2 states that the decree shall not be published, but shall be communicated to those concerned for its implementation.
