In exclusive statements to Zaman al-Wasl, the official stressed the need to correct the misinformation circulating, emphasizing that the Syrian state is the primary beneficiary of the contract. The production-sharing ratio was set at 70% for the Syrian Petroleum Company and 30% for HKN Energy.

The official explained that the contract covers the rehabilitation and investment of five oil fields in the Rmeilan area for a period of 25 years. This partnership is part of a strategic plan aimed at developing the energy sector. HKN Energy will undertake the following:
