Between Damascus and Dubai, how is Maher al-Assad's "shadow wealth" managed?

An informed source provided Zaman al-Wasl with highly important information about a cell affiliated with Maher al-Assad and Khaled Qaddour, revealing that some of its members have returned to Damascus after a period in hiding and have resumed their activities.

Outside the Country… The Long Arms

The source drew the attention of the Ministry of Interior to a man named Sami Hassan, Maher al-Assad’s personal bodyguard, entrusted with the most minute details of his daily and personal life, even ironing his clothes.

The source also indicated that Hassan’s two sons (all of whom manage Maher’s affairs from abroad) are:

• Ali: An IT specialist at Maher’s palace, currently residing in Dubai.

• Alaa: A real estate specialist who has registered Maher’s properties in his name and is currently working to liquidate and sell them through a group of lawyers to convert them into cash.

• Khaled Qaddour: Who held the position of general supervisor of Maher’s funds and real estate assets.

Inside Syria… The Power Players

The source also highlighted Maher al-Samman, describing him as a “treasure trove of information,” as he recently returned from the UAE to Damascus. Al-Samman is the de facto administrator of the "Fourth Division" Facebook pages and one of the division's most prominent online supporters. He managed more than 10 pages—such as "Lions of the Fourth," "The Fourth Division," and "Shabiha of the Fourth Division"—which promoted the regime's narratives and defended it on sensitive issues like the "chemical massacre." These pages remained active until 2024. Exclusive Reports

Exploiting Legal Cover

The source encouraged the Bar Association to pursue Maher al-Assad's legal team (Zaman al-Wasl will send all the names and documents to the association), emphasizing that this legal team, in coordination with the real estate team run by Alaa, is working diligently to liquidate Maher al-Assad's assets, exploiting their lack of public profile.

The source provided Zaman al-Wasl with a document proving that Alaa had authorized a lawyer (a member of the legal team) to sell properties originally belonging to Maher al-Assad. The powers of attorney were certified after the liberation!

We are publishing the names after consulting with the Bar Association to avoid interfering with the anticipated legal proceedings.

Logistics and Incitement Network

The source explained that Bashar al-Sayed is responsible for the logistics of Khaled Qaddour from Damascus, with the assistance of Qaddour's personal accountant, Ayman Eiran.

The source emphasized that they travel regularly between Damascus and the UAE to meet with Qaddour and develop work plans, particularly regarding real estate sales and the importation of cigarettes (brand name 1970) into Syria—cigarettes bearing the image of Assad and owned by Khaled Qaddour but registered under the name "Yazan Qazzaz"—as well as managing intensive cyberattacks through Maher al-Samman from Damascus. These attacks aim to undermine trust between the people and the government, spread rumors, and fabricate reports accusing the Ministry of Interior of terrorism. International News

It is worth noting that, days before the liberation, Bashar al-Sayed facilitated the transfer of convoys of vehicles carrying money and jewelry belonging to Qaddour to Lebanon.

The source concluded, "I am forwarding this information to the Ministry of Interior through Zaman al-Wasl, after exhausting all other attempts to get it to the relevant authorities."

Zaman al-Wasl obtained photos of real estate agencies, property registration records, and ownership documents.
