The case stems from suspected involvement in the withdrawal and delivery of massive quantities of crude oil to the Al-Qatirji Company. The First Investigating Judge in Homs had previously issued a decisive indictment against the former director of the Homs Refinery, Suleiman Mohammed, along with several officials and staff members working under him.

The indictment included serious charges—such as theft, embezzlement, and the squandering of public funds—leading to the referral of the entire case file to the competent Criminal Court for formal trial proceedings.
