A plan to regain control in rebel-held areas by veteran dissident

 Veteran dissident and Coalition member, Dr. kamal Allabwani, have proposed a roadmap to regain the control in the liberated areas.

 The goal is to build real authority on the ground affiliated to People and to create an atmosphere of comprehensive and understanding. The authority will manage the liberated areas and re-run institutions and enforce the law and coordinate efforts to keep liberating. We look for a national security system controlled by the judiciary power, and to have regular army order the control of the government, which implements the rule of law and public.

The idea, in theory we need to unite the militant groups under the command of the General Staff and ensure the discipline of military and legal anyone who carries arms, what means becoming a regular army receives salaries, supply orders and held accountable to spend military and committed to the doctrine,  

The idea of training a new army or even waiting for the intervention of a foreign army is far from the possibility of the application, given that the task of fighting the Assad regime and enter battles will very ferocity is not encouraging.

 Operational phases

 Register wishing to work in the security troops this year, and the temporary contract, in displacement camps and the countries on the inside, and a monthly salary of between $ 200 and $ 400, with a requirement to be their service outside their province.

 Competencies required: crossings and borders, customs, criminal, judicial, control of public order, as well as civil defense.

The new security staff is subjected to a brief period of training up to a month.

To take back the control of the Borders' crossing points under the supervision of neighboring countries and support to prevent warlords who control most of them.

 There's necessity to establish rapid intervention force "commandos" to support the new government when it's necessary.

 Holding alliances with different military groups on the ground is very important; Coordination with them should be under the command of the Joint Chiefs of Staff.

Coalition should have an official in the liberated areas Allabwani said. Also he suggested having a military commander for each province and region.

 Any government institution cannot go on and operate without restoring the security and judicial power, Allabwani said.
