Counter-Terrorism Authority pursues Assad's financial networks

The Anti-Money Laundering and Counter-Terrorism Financing Authority has entered the legal arena to freeze the assets of figures associated with the former Syrian regime.

Zaman al-Wasl has learned that the Authority issued a confidential circular ordering the immediate and permanent freezing of the accounts of the regime's economic fronts and affiliated companies, based on Decree 33 of 2005. This transforms the Authority (affiliated with the Central Bank) from a tool the regime used against its opponents into a weapon targeting its own arms on charges of financing militias.

The most prominent names and companies targeted by the asset freeze include:

• Hussam Ahmad Rushdi al-Qatirji: Leader and financier of the al-Qatirji militia.

• Rami Riad al-Tabl: Financier of the Suheil al-Hassan militia.

• Nimir Habib Makhlouf and Ammar Badi' al-Assad: Supporters of the al-Wa'ad al-Sadiq militia.

• Zain al-Abidin Abbas: The decision includes freezing his accounts and those of the "Hindiya Modern Tractors Company."

• Fouad Jamil Abu Dalou: The common financial link facilitating deals between opposing militias.

Fouad Jamil Abu Dalou

The name Fouad Jamil Abu Dalou has emerged as one of the most dangerous financial figures in the gray-line sector. Data reveals his role as the primary commercial and logistical intermediary, managing and facilitating deals between the Qaterji militia and the SDF forces in areas east of the Euphrates, specifically in the smuggling and securing of oil derivatives and money laundering. This made him a prime target of the asset freeze aimed at dismantling the cross-regional networks of warlords.
